• Follow up on the Marrakech Round Table on MfDR
  (2004)
• Bilateral donors and Multilateral Development
  Banks together established the Joint Venture
  Management for Development Results
• Under the OECD-DAC Working Party Aid
  Effectiveness
• Donors explore how they can support partners in
  this effort
• But also, to explore the implications for donors
  themselves

  government is planning, managing, and monitoring
  the development process
• PRSP translated into
• concrete outcomes and implementation plans
• plus indicators
• plus data
• plus capacities in various fields

  monitoring and evaluation, for learning and feed
  back

• How does the Joint Venture MfDR address some of
  these needs
• For instance by means of a Sourcebook on Managing
  for Development Results
• Explorative paper on how various countries handle
  Results-based Monitoring and Reporting

• Management for Development Results also requires
  changes at the donors side
• That go beyond endorsement of principles, but
  involve different ways of working together,
  different procedures, incentives, rules,
  different way of thinking and behaving
• Examples of work by the JV
• Results-based country programming and aid
  allocation
• How do donors assess their own effectiveness?

• Paris HLF Feb 28 - March 2, 2005
• HLF-2 expects 2 Heads of State, 120 ministers and
  Heads of bilateral donor agencies and
  Multilateral Development Banks
• Occasion to assess and account for progress since
  Rome (first High Level Forum on HA)
• Assess present challenges
• Big Event - and big occasion for doing business

• Paris Declaration expected to call for clear,
  specific and monitorable commitments and
  timetables
• with respect to
• Capacity development
• Harmonization Alignment
• Accountabilities
• Predictability of Development Finance
• Management for Developmenr Results

The Issues Paper

• 6 Goals - on each of the major subjects of the
  Paris HLF
• Involving commitments by donors
• and commitments by partner countries
• Formulations very unspecific yet - this has to
  change
• Input to the three break-out sessions

• Todays workshop will focus on goal 6 in
  particular, on Management for Development
  Results. Three break-out groups
• What are field-level experiences in African
  countries, with Management for Development
  Results?
• What capacities are need to be enhanced?
• What needs to change?
• Groups reporting back to this plenary

  participants will or should decide ?
