Problem Identified

• Shortcomings and deficiencies in the
  implementation of ICAO AVSEC provisions in States
  and Territories due to insufficient and
  inadequate personnel knowledge and skills

Proposed Solution

• Enhance AVSEC knowledge and skills of personnel
  in CAR/SAM States and Territories through
  educational events for CAA, Airport and Airline
  AVSEC personnel as part of the GREPECAS AVSEC
  Committee Work Programme

Project Description

• National and sub-regional 3-day AVSEC
  implementation workshops to train personnel in
  the following new ICAO AVSEC provisions
• Annex 17 Security, 7th Edition SARPs
• Doc. 8973 - Security Manual, 6th Edition Guidance
• Regional 3-day AVSEC audit seminars to train
  personnel in the following new ICAO AVSEC
  provisions
• Universal Security Audit Programme
• Doc. 9807 Security Audit Reference Manual

• GREPECAS AVSEC/COMM/2 Meeting prepared
  preliminary project in April 2003
• WHTI GEASA/2 Meeting approved project in April
  2003
• Programme developed by ICAO NACC Office and
  proposal prepared and submitted by Canada in Dec.
  2003
• Funding approved by Canada in January 2004

• Workshop material prepared by ICAO in Feb. 2004
• Seminar material in English being prepared by
  ICAO, to be translated into Spanish
• States and ICAO to provide Instructors
• States to host workshops and seminars

• Workshops and seminars to be coordinated by ICAO
  and conducted in English and Spanish separately
• Workshops March 2004 March 2005
• One scheduled each month
• Schedule precedes ICAO audit schedule
