FY 05 OML Model Validation (History)
  • Cadet Command generated an automated order of
    merit list (OML) for the Mission Set 05 cohort
  • Cadet Command convened an OML Validation Panel
    4-22 Oct 04 to review and vote individual packets
    and compare results to the automated OML
  • An OML Process Action Team (PAT) convened 8-10
    Nov 04 to review the recommendations of the
    Validation Board and provide the CG, Cadet
    Command with suggested implementation guidance

OML Model Process Changes for FY 06
  • Abolish OML Board The FY 05 OML Validation
    Panel fully endorsed the automated method and
    recommended some functional changes.
  • Convene Local Show-Cause Board The FY 05 OML
    Validation Panel recommended that USACC convene a
    local board each year to ensure Show-Cause
    packets were identified and reviewed.
  • Adjust Scholar/Leader Weightings to 40/60 The
    FY 05 OML Validation Panel desired to ensure the
    OML model weightings reflected the whole person
    findings of a board. Sensitivity analysis of the
    recently branched cohort determined that 40/60
    provided the best correlation with the subjective
    voting of Validation Panel members. Additional
    analysis was conducted to determine if diversity
    spread was affected by weightings. There is no
    statistical variation in spread of diversity
    regardless of how weighting is skewed.

Determining Show Cause
  • Show Cause Board will vote to determine actual
    Show Cause files
  • If a file is determined by the Show Cause Board
    not to be Show Cause, the file will be
    incorporated with all other files, run through
    the OML Model to be ranked, and sent to the DA
    Selection and Branching Board
  • If determined to be a Show Cause, the CG Cadet
    Command will return the file through Region and
    Brigade, and an investigation must be performed
    to determine if the cadet should be retained and
    commissioned or be disenrolled
  • If the CG Cadet Command approves the cadet for
    retention and commissioning the cadet will be
    integrated into the OML on a 0.5 basis and
    branched by a Stand By Board

  • The Department of the Army Branching Model (DABM)
    is used to provide an optimal branching of cadets
    and commissionees on the Army ROTC active duty
    order of merit list (OML)
  • The DABM is a linear program that attempts to
    maximize satisfaction, reward performance, and
    distribute diversity, quality, and gender based
    on the needs of the Army
  • The DA Selection and Branching Board validates
    the DABMs optimal sort and is responsible for
    the final branching

    in marital status
  • These notifications alert HQCC Accessions that an
    OBC seat may be in jeopardy, allows the maximum
    time to fill the seat with another individual and
    cuts down on the amendments and revocation of
    orders
