INTRODUCTION
Evaluation/assessment of eGovernment projects is
essential at EU level to provide valuable
input for effective dissemination and exchange of
good practices a corner stone of the
eEurope initiative (An Information Society for
all). endorsed by the 15 (25) Member
States.

Lisbon strategy
THE EU FRAMEWORK -NEW GOVERNANCE APPROACH
  • A new and open method of co-ordination based on
    the benchmarking of national initiatives to reach
    the targets set out in the action plan
  • Voluntary measures at EU Member States level
  • Each MS has agreed principle to global and
    specific objectives and to participate in common
    review and evaluation/assessment activities
  • Objectives in form of qualitative and
    quantitative targets
  • Community instruments may support development
