Background
  • Government policy is to link skills with
    employment in a more effective way
  • It began with the Skills Strategy and the Leitch
    Report and Implementation Plan have made this
    higher profile.
  • The 2020 ambitions is very stretching 95 of
    adults to have basic skills of functional
    literacy and numeracy, up from 79 numeracy and
    85 literacy.

LSC is committed to raising skill levels through
  • Integrating skills with sustainable employment
  • Engaging with our partners to create a single
    delivery chain from unemployment to work
  • Supporting people in employment to sustain jobs
    and continue to develop skills
  • Ensuring progression to Train to Gain for in
    work opportunities and employer engagement

Worklessness in Y H
  • 52 of the Local Authority Districts in
    Yorkshire and the Humber are in the upper
    quartile of the most deprived in the country.
  • 18 of the worst 300 Super Output Areas are in
    Y H, mainly represented by wards in Hull,
    Bradford, Leeds and Sheffield.
  • The latest figure shows 240,300 on Incapacity
    Benefit in the region.
  • Early returners to benefits after short periods
    of employment are often linked to a lack of
    qualifications.

Worklessness in Y H
  • Less than 50 of individuals without any
    qualifications are working, compared to 75 of
    those who have a level 2.
  • In Yorkshire and the Humber we have high numbers
    of the working age population who do not have
    Level 2 qualifications 35.7 which is more than
    1 million individuals.

Skills for Jobs is
  • An umbrella term for activities which link
    skills to sustainable employment opportunities
  • A response to Leitch implementation
  • For low skilled adults who are not working, want
    to work and will support them into both
    employment and continued up-skilling

Skills for Jobs is
  • A progression route to Train to Gain,
    apprenticeships and further learning
  • An offer which might include sector routeways,
    work trials, work preparation, access to
    qualifications, guaranteed interviews and much
    more
  • Capacity building

One Example
  • The Sheffield City Strategy Employment Consortium
    has developed a business plan for South Yorkshire
    which
  • Has been agreed by all partners
  • Has been approved by DWP
  • Sets out an approach to take on worklessness
    through a whole person delivery model
  • LSC and JCP are jointly delivering Priority One
    ESF and tenders specifications have been agreed
    by both.

Focussing on Offenders
  • Our aim is to support reducing re-offending
    rates across Yorkshire and the Humber through
    offering high quality learning and skills that
    improves offenders job prospects.
  • 24,000 offenders under supervision in custody
    and in the community in YH

  • Education, training and employment is the most
    frequently occurring need identified by
    offenders -56 NOMS data
  • We hope to build on previous activity including
    Equal to engage individuals and employers.
  • Local Offender Learning and Skills Partnerships
    are critical to success.
