IV. Scope
  • The scope of the Subcommittee encompasses
    transportation security training, education, and
    technology transfer primarily for agency
    personnel and to a limited extent, the general
    public. Relevant aspects of general security
    training are also included in the scope.

  • The purpose of the Training, Education, and
    Technology Transfer Subcommittee is to promote
    the development and success of transportation
    security training, education, and technology
    transfer programs at universities, government
    agencies, and within the United States military.

  • The Subcommittee seeks to achieve this goal by
  • Bringing together and initiating dialogue among
    representatives from each sector,
  • Identifying best practices and strategies to
    improve upon and expand these programs,
  • Facilitating the development of similar programs
    in other educational institutions and arenas, and
  • Developing guidelines and protocols for educating
    / communicating / disseminating critical safety
    and security information to the public.

  • In the wake of 9/11, federal agencies have
    recognized the importance of training
    education, and have partnered with universities
    and consultancies to form consortiums and other
    mechanisms to provide state-of-the art security
    training.

  • State and local transportation / transit /
    maritime agencies have taken steps to protect
    their infrastructure and their customers.
  • Training, however, is not standardized across
    agencies, and a number of agencies are not aware
    of available training resources and programs.
