  • Roles Responsibilities
  • Programmes must be NQF aligned based on unit
    standards refer to Act Section
  • Provision of Qualifications Unit Standards that
    are NQF aligned

DOE
  • Purpose
  • The Director General of Department of Education
    is the registrar of Private Further Education
    Training colleges.
  • Private FET Colleges are therefore accountable to
    the Registrar / DOE for the provision of FET
    Programmes

Functions of DOE
  • Developing implementing the legal framework for
    regulating the provision of Private Further
    Education Training
  • Evaluating applications for registrations lodged
    by private FET colleges
  • Publishing the Registrars decisions
    determinations in the Government Gazette
  • Keeping the public informed about matters
    relating to the regulation of Private FET
    colleges
  • Monitoring registered Private FET colleges for
    compliance with the legal framework
  • Liaising consulting with SAQA, Umalusi other
    ETQAs on matters relating to the registration of
    qualifications on the NQF as well as quality
    assurance quality promotion in the FET sector
  • Publishing at regular intervals a register of
    registered Private FET colleges
  • Maintaining an Information Management System for
    the Private FET sector in order to advise the
    Registrar on the size shape of the FET sector
    the extent to which it contributes to the human
    resource development needs of the country

Umalusi (GENFETQA)
  • Is the ETQA recognized by the DOE for
    accreditation of FET providers
  • As an ETQA its role is to accredit the FET
    providers
  • The accreditation process is based on quality
    assurance policies guidelines from SAQA
  • All SETA/CHE accredited providers offering FET
    programmes are therefore required to be
    accredited by Umalusi Refer to Regulations Act
    Chapter 2 Item 10b
  • DOE recognizes that to date all mechanisms are
    not in place for Umalusi accreditation
    therefore accepting a letter from the provider to
    Umalusi requesting accreditation of their
    learning programmes
  • It is hoped that MOUs between Umalusi SETAs
    will help to expedite the process

Chapter 1 - Definitions
  • Eligibility can apply if registered in terms of
    the Companies Act eg, PTY Ltd
  • Submit application 18 months prior to operating
  • Full fee of R500 to be enclosed with application
    (Registrar to acknowledge receipt thereof)

Chapter 2 Requirements for Registration
  • Must fulfill requirements of FET Act
  • Name used must be name registered in terms of
    Companies Act. Trading name must be declared
  • Sworn declaration against unfair discrimination
    comply with Umalusi not exceed student numbers
    than facility and equipment can reasonably
    accommodate comply with health safety
    provision of sufficient resources for each
    programme quality management system in place
    effective maintenance of all records

  • Applicant must agree to inspection verification
    of above
  • Submit proof of sufficient income to sustain
    duration of programme
  • Submit proof of stable financial position
  • Become a member of or contributor to a fidelity
    guarantee fund (APPETD will hold this fund)
  • Must comply with evaluation done every 3 years
  • Must comply with any other process instituted by
    the registrar for monitoring compliance

  • Will bear the registration no. of provider

An Institution must
  • Keep comprehensive academic achievement records
  • Publish at least once a year a calendar /
    brochure outlining course info for students
    public
  • Provide transcript of academic record to student
    on request by student
  • Arrange with GENFETQA for copy of certificate if
    requested by student
  • Ensure all info on marketing materials are
    accurate
  • Not display Coat of Arms, DOE Logo or GENFETQA
    Logo
  • Submit annual financial statement auditors
    report by due date to DOE
  • Submit certified copy of agreements for
    premises/staff usage between providers
  • Lodge appeals in writing within 60 days

  • In order to be registered the applicant must
  • Download Phase A documents from DOE website or
    contact local DOE department
  • Submit Phase A to DOE
  • On receipt DOE will acknowledge send through
    Phase B
