Basic elements of the EU scheme
  • Based on a directive - 2003/87/EC
  • Trial initial trading period (2005-2007)

Timing
  • Decision about final allocation must be made
    until end of 2004
  • Physical allocation onto registry accounts by
    the end of February of relevant year at the
    latest
  • Monitoring and reporting of emissions according
    to EC rules - Decision EC C(2004) 130
  • Verification of emissions reports by independent
    entity and its delivery to MoE by March 31 at the
    latest ? no transfers of allowances allowed
  • Surrender of allowances by April 30 of the
    following year at the latest ? sanctions

  • Interpretation of one criterion cannot be in
    contradiction of other criterion
  • relevant is the one setting the lowest level
    of allocation
