UNFCCC Guidelines for preparation of NC

• NAI shall report anthropogenic emissions by
  source and removal by sinks for all GHGs using
  comparable methodologies.
• NAI are encouraged
• to apply the IPCC Good Practice Guidance taking
  into account need to improve transparency,
  consistency, comparability, completeness and
  accuracy in inventories
• to undertake key source analyses
• to describe procedures and arrangements..,
  information on role of institutions involved
  (NIS)
• provide information on methodologies used ,
  EFs,..(NIR)
• use national methods and EFs where appropriate
• report information on level of uncertainty
