5
What is Wireless 9-1-1
6
What is Phase I
  • Delivery of Wireless 9-1-1 call to a PSAP
  • Delivery of customer call back number and cell
    site/sector location
  • Provided in CAS or NCAS solution
  • Phase I is fallback in the event Phase II
    delivery fails

7
What is Phase II
  • The delivery of a wireless 9-1-1 call to the
    appropriate PSAP
  • Wireless 9-1-1 call will include subscriber call
    back number,cell site/sector location.
  • Will also include 9-1-1 callers latitude and
    longitude (x,y coordinates)

8
Public Safety Profiles
  • PSAPs will need ability to interpret Latitude and
Longitude at the call taker level to support
    wireless calls.
  • Requires
  • Mapping Application for the Call Takers
  • Mapping data
  • Map Maintenance Program
  • Currently few PSAPs have mapping capabilities.
  • Improve Quality of Service.
  • Improve Call Efficiencies.

9
Public Safety Profile
  • PSAP Profile
  • Approximately 80 of all PSAPs have the following
    characteristics
  • No more than three call taker positions
  • Jurisdiction with a population less than 35,000.
  • No digital map capable of supporting Public
    Safety
  • Implementation times for mapping will range from
    18-24 months
  • No internal GIS expertise for maintaining map
    data.
  • Entry level GIS technicians have learning curve
    of 6 - 9 months.
  • Typical entry level GIS technician turnover is 18
    - 24 months.

10
Typical 9-1-1 Systems
11
3 Components of 9-1-1
9-1-1 Call Delivery
9-1-1 Call Processing
9-1-1 Call Dispatching
12
TELEPHONE / RADIO INTERFACE
TELEPHONE ANSWERING SET
ANI / ALI DISPLAY
INTEGRATED WORKSTATION
13
9-1-1 Call Delivery
  • Network provisioning/costs
  • Telephony costs
  • Data circuits (ALI)
  • Can be Selective Router (Ex. Allegheny County)

14
9-1-1 Call Processing
  • Answering position (APUs)
  • Software/Servers
  • LAN buildouts
  • Cabling
  • Switches/routers
  • VPN access
  • Mapping systems
  • Servers/Software
  • GIS integration
  • Stand Alone ALI (SALI)
  • Servers/Software
  • Data connections (3rd party DB)

15
9-1-1 Call Processing Cont.
  • Computer Aided Dispatch System (CAD)
  • Servers/Software
  • Mapping/GIS
  • Records Mgmt. System (RMS)
  • Servers / software
  • Automated Vehicle Location (AVL)
  • Vehicle Units
  • Transmission network
  • Servers/Software
  • Data switch
  • Integration with CAD

16
9-1-1 Call Dispatching
  • Radio Systems
  • Transmission network
  • Towers
  • Subscriber Units
  • Mobile Units
  • Mobile Data Terminals (MDT)
  • Vehicle units
  • Data network
  • Servers/software

17
Mapping/GIS
18
GIS Role
  • Hardcopy Map Types / Purposes
  • PSAP Boundary Maps
  • Call Routing Maps
  • Maintenance Maps
  • GIS Boundary Creation
  • PSAP Boundary and Maintenance
  • Digital Boundaries as they relate to
    SCP/MPC loads

19
Mapping Requirements
  • What is Required from a Mapping Solution?
  • Phase II
  • Interpret Latitude and Longitude from ALI
  • Provide proximity information
  • Wireline
  • Geo-code address
  • Synchronization to MSAG
  • Application Queries
  • Address gt Landmarks
  • Intersection gt Geographic
  • Quality of Service (Optional)
  • Provide visualization of jurisdiction
  • Improved ability to support calls

20
Mapping Solution
  • What is a Mapping Solution?
  • Application
  • Feature / Functionality of the Application
  • Provided by a vendor
  • Single vendor or hybrid solution (Call Handling /
    CAD / Mapping)
  • Map Data
  • The map snapshot in time
  • Typically supplied the PSAP
  • Develop internally gt Commercial vendors
  • Other agencies gt Network solutions
  • Map Maintenance Program
  • Ongoing support of the Map Data
  • Typically the responsibility of the PSAP
    Internal or external

21
Mapping Data
  • All mapping solutions are limited to the quality
of the data supporting the application.
  • Map data measures
  • Accuracy Physical location of the features
  • Latency The vintage of the map data
  • Comprehensive The robust nature of the
    attributes
  • Availability The accessibility of the data
  • A mapping solution requires that all measures are
addressed in order to maintain the functionality
    of the solution.
  • Existing Solutions Create Islands of Data
  • Complexity of GIS Technologies
  • Datum WGS 84 gt Database Linkages
  • Topology

22
Summary
  • Large influx of capitol to fund wireless 9-1-1
    systems
  • Majority of county 9-1-1 centers are going
through some upgrade or new installation
  • Potential increase on IT resources
  • Mapping and GIS will become prime systems which
    require constant attention
  • Wireless 9-1-1 funding to sunset in 2009
