Preserving Commonality

• - Recommendation
• Keep the top two levels as in the June 26, 2002
  version. Each state can write lower levels to
  meet their own needs, which may or may not be
  region specific.

• Use GILS v 5.0 for one year before making
  changes.
• Design an evaluation model based on more than
  opinion.

• - As new terms are added and others become
  obsolete, how will we establish a procedure for
  the trees maintenance and revisions?
