The promotion of innovation through
procurement/purchasing to take advantage of
freedom within the EU regulatory system to
improve the tendering process to encourage
sustainable purchasing and innovation create a
critical mass effect to accelerate the transition
towards a new economy

The EPE European Workshop should adopt an agenda
of action 2006-2007 related to
  • ?Market consultation is an exchange of
    information with stakeholders, initiated to test
    or elicit new ideas. It is a market search and a
    technical dialogue with potential suppliers
    before drawing technical specifications.
  • A construction team approach involving the
    market in the design phase to make innovative
    solution more likely. (It is already largely used
    in the construction sector) . It also falls
    within the tendering rules.
  • A public-private joint purchasing initiative
    to increase the demand and a larger scale effect.
  • A public-private financial initiative, based
    on the Dutch Green Funds system, to encourage
    buyers to go for innovative technologies by
    giving access to finance to innovative non
    proven technologies.
  • A product group alert system to review
    periodically a market for a given product or
    product groups.
