    respond to and recover from disasters

    of legal and regulatory instruments for disaster
    risk reduction and disaster management and
  • support dialogue and coordination between
    agencies and institutions at all levels to
    prepare for effective disaster risk management.

    under the ongoing humanitarian reform process and

Lessons Learned
  • Shifting the paradigm mandated in the DM law No
    24/2007 enhances the participation form
    non-government multi stakeholders, mainly
    international community and NGOs in the DM and
    DRR activities
  • Indonesia experiences in recent disasters (Aceh
    Yogya) implies to
  • generate government in the acceleration of the
    finalization and implementation of DM and DRR
    regulatory and institutional frameworks
  • enhance the awareness of people in the importance
    of DRR
  • attract international communities in supporting
    government in the promoting DRR
  • Commitment and support from international
    communities and donors significantly provide
    advocacy policy frameworks and generate the
    implementation of mainstreaming DRR into
    sustainable development, such as Program SCDRR
    supported by DFID and UNDP, GFDRR by the World
    Bank, AusAID, JICA etc.

CHALLENGES and WAY FORWARD
  • The central government database does not have
    specific data on DRR but rather sectoral and
    departmental spending.
  • Estimate on DRR spending yes, but no data if it
    meets the needs. Need for benchmarking but
    against what?
  • How to measure implicit DRR measures (e.g. costs
    for improvements in building construction)?
    Definitions are not consistent to determine what
    comes under DRR spending.
  • Tracking expenditure of sub-national governments
    is problematic. There is a lot of spending but no
    tracking is currently possible.
  • UN,NGOs and Donors have no clear data.

CHALLENGES and WAY FORWARD
  • The need to increase funding for disaster risk
    reduction specific efforts to leverage a more
    investment in risk reduction in all sectors and
    at all levels.
  • Developing baseline data and information for DM
    and DRR investment tracking will be an important
    instrumental in helping to guide priority-setting
    and more strategic use of resource.
  • The NGO Network was developing a system in
    countries to measure DRR results at community
    level. The two systems, financial tracking and
    measuring results at community level, would be
    complementary and re-enforce each other.
  • A key issue in this regard is tracking implicit
    investments in DRR (those DRR investments which
    are part of larger development investments) in
    the various sectors since much of DRR is not
    doing DRR stand-alone activities but rather
    improving the nature of current investments, with
    or without additional investment required. DRR
    is part of sustainable development.
