Title: Supporting Extended Services through Integrated Transport Resources

1
Supporting Extended Services through Integrated
Transport Resources
  • Paul Robson Managing Director
  • PKR Associates Ltd

2
  • Will your transport structure support both the
    current and future needs?

3
Reform Programme
  • Extended schools
  • 14-19 curriculum
  • Building schools for the future
  • Sustainable travel strategies
  • Individual pupil programmes
  • Alternative education programmes

4
Current Issues
  • Restrictions relating to availability
  • Many journeys are provided for single users and
    waste capacity
  • Provision plagued by variations in quality and
    quantity
  • Differing levels of funding
  • Differing definitions of eligibility
  • Profile of transport

5
Solutions
  • Ensure explicit guarantees about minimum levels
    of service
  • Introduce a statement of quality standards
covering the service areas in order to address
the most common causes of dissatisfaction and
include in all relevant service delivery
    contracts
  • Introduce what redress can be expected if those
    guarantees are not met

6
Why Integration?
  • Central co-ordination
  • Collaborative programme
  • Central timetables
  • Central database
  • Central call centre

7

10
Objectives
  • Flexible to existing and future needs
  • Opportunity to secure additional funding to
    develop opportunities
  • Optimises the use of scarce resources
  • Promotes high quality accountable delivery

11
Basic central measures to be introduced
  • Locate transport staff within one Directorate
  • Update all current service agreements and
    contract conditions
  • Re-instate once removed staff
  • Introduce inspection programme
  • Central acquisition of vehicles
  • Review community transport role
  • Central data management
  • Regularly review core hours

12
Savings
  • Surplus capacity
  • Shared resource
  • Clarify definitions of eligibility
  • Joint procurement
  • Social enterprise

13
Providing a service that
  • Is high quality
  • Is accountable
  • Is cost effective
  • Places transport at the beginning of development
    and not at the end
  • Is a service which removes barriers instead of
    confirming them

14
Transport for Extended Service
  • Start consultation at the beginning of the
programme and not at the end
  • Review public and supported services
  • Utilise surplus capacity at low cost to client
    departments
  • Use information developed through Sustainable
Travel Strategy to support the strategy
  • Start to identify funding

15
Funding
  • All initiatives have some transport related
funding attached. However they are not always
    either known or readily available.
  • Ensure initial profiled costs are reported at the
earliest possible stage to ensure further
    consultation
  • Ensure that some of the efficiencies generated
    through integration support pressures
  • Annex D Area Based Grant allocations 2008-11

16
Removing the barriers
  • Transport becomes a barrier if it is not
considered at the beginning of the planning
    process
  • Transport frameworks, if not integrated, can
develop confusion and act as perceived barriers
  • Ensure that the skills of all transport related
departments understand and support the initiative
