CICP Objectives
  • The way DCSF delivers its Schools Capital
    Programmes is changing.
  • From 1 October, the role of PfS, will assume
    responsibility for the management and delivery of
    all schools capital programmes and cross
    programme functions including
  • Primary Capital Programme (PCP)
  • Devolved Capital Programmes (including the
    Modernisation Fund and the Devolved Formula
    Capital)
  • Targeted Capital Programmes (e.g. zero-carbon
    schools and school kitchens) and
  • management of the schools assets regime advice
    and guidance on asset management, premises
    related health and safety issues and payments to
    voluntary aided schools.

CICP Objectives
  • The Childrens Plan sets out a commitment to
    create a more joined up and consistent approach
    to delivering capital programmes across the DCSF
    in response to the needs of children, young
    people and their parents.
  • Recognising the strengths of each organisation -
    DCSF as guardian of childrens services policy
    and PfS as the governments delivery agent - the
    transfer of these responsibilities will enable
    one conversation on capital matters for local
    authorities and schools.

CICP Objectives
  • Representing investment of 15.5bn capital until
    2011, the transfer of these responsibilities will
    provide greater clarity for both local government
    and the private sector and a reduced risk of
    duplication of effort.
  • Helping achieve greater efficiency in the
    delivery of public sector programmes, this change
    represents a broader move across government that
    will see departments assume a more strategic
    function and devolve more delivery issues to
    agency bodies.
  • DCSF will continue to set the overall policy
    framework within which capital programmes will be
    delivered, consulting PfS to determine how
    policies should be delivered.
