  • In more than 10 years since government announced
    wanting to get 1 million working age disabled
    people who want to work, into work the
    employment rate for disabled people has risen by
    around 1 per year and now hovers around 50

  • During this time, numerous programmes like
    New Deal, and changes to welfare benefits like
    the current proposals.

  • TUC view is that although there are genuine
    issues around e.g.
  • (a) low skills levels for some disabled people
  • (b) very low expectation levels among some
    disabled people (as a result of lifelong
    discrimination etc)
  • (c) work-limiting additional factors such as
    continuing inaccessible transportthe main
    obstacle is employer discrimination.

  • 80 of people with mental health problems and 90
    of people with learning disabilities remain
    without jobs.
  • Despite lots of guidance, chief block is
    employer prejudice refusal to hire, refusal to
    accommodate and retain.

  • Directly related problem of failure to retain.
    Private Sector employers in particular where
    pressure on more junior managers to achieve
    targets is in direct conflict with obligation to
    make adjustments for disabled workers.

  • An epidemic of disabled people being dismissed
    through sickness procedures without disability
    being taken into account.

  • Anticipate worsening of use of these criteria in
    selections for redundancy. Situation found to be
    better in public sector when a different ethos
    prevails. (Warwick Business School report on big

  • Disability is the only area where employers
    publicly admit to breaking the law and getting
    away with it.
  • (CIPD survey 30 of respondents admitted
    breaking the law).

  • Great majority of disabled people are no less
    productive than non-disabled but need massive
    culture change to win public acceptance of this
    fact and that even with need for adjustments,
    there is both a social justice and a business
    case for employing disabled people.
