• Findings
• Southwest has huge solar energy resource
• Arizona has the largest potential
• Competitiveness with natural gas is possible
• Recommendation
• States should pursue delivery of 8,000 MW
  electric and 2,000 MW solar thermal by 2015

• In concert with actions by other States, Arizona
  can realize major cost reductions and in-state
  business growth through development of 1,400 MW

The Policies To Enable CSP to Happen

• Extension of the federal 30 ITC
• Exempt early CSP plants from state sales and
  property taxes tax revenues increase
• Encourage 30 year PPAs reduces LCOE
• Foster large-block purchases reduces LCOE
