Background The Test and Evaluation Resource
Committee (TERC), as one of the chartered working
committees under the Defense Test and Training
Steering Group (DTTSG), established the TTDD
project to plan and facilitate the transition of
technology from laboratories to enhance
developmental test (DT) capabilities. Another
goal of the TTDD is to optimize technology
applicability of investments for use throughout
the life cycle of these new or updated weapons
systems.

Objectives The HFTF subproject will augment the
high frequency testing capabilities currently
available at the JITC. The augmentation of the
test bed will result in an improved testing
posture for emerging standards and technologies.
A series of feasibility evaluations involving
automatic link establishment, high speed
waveforms, and high frequency data link protocols
will be conducted.

Demonstration Concept The JITC in partnership
with the Services, Federal Agencies, Industry,
and Academia will a. Propose Technology
Demonstrations, b. Develop Test concepts and
procedures, c. Establish Test Configurations in
the Lab, d. Conduct the demonstration
over-the-air, gather data, e. Analyze data, and
prepare a report.

Title. MIL-STD188-141B, Validation of 3rd
Generation Automatic Link
Establishment (ALE) waveform. Objective. To
determine the operational and functional
feasibility of 3rd Generation ALE in operational
networks within DoD and Federal
services. Benefits. Information obtained will
validate 3rd Generation ALE as described in
MIL-STD 188-141B and provide information to
Program Managers of the feasibility and benefits
that may be gained by upgrading current
networks. The following services and agencies
would directly benefit from findings DoD, US
Air Force's Air Mobility Command, US Army's
Aviation Electronic Combat, DISA Center for
Standards, NATO C3I Agency. Questions Under
operational conditions does 3rd Generation ALE
improve Network connectivity and overall
throughput? Under operational conditions is 3rd
Generation ALE interoperable with 2nd Generation
ALE and legacy systems? Under operational
conditions does 3rd Generation ALE support
over-the-air network management as described
in the MIL-STD? Tasking 1st Quarter CY 01 (3
months)

Title. MIL-STD 188-110B, Validation of High
Speed (9600bps) waveform. Objective. To
determine the operational and functional
feasibility of the High Speed waveform
operational networks within DoD and Federal
services. Benefits. Information obtained will
validate the High Speed waveform as described in
MIL-STD 188-110B and provide information to
Program Managers of the feasibility and benefits
that may be gained by upgrading current
networks. The following services and agencies
would directly benefit from findings DoD, US
Air Force's Air Mobility Command, US Army's
Aviation Electronic Combat, DISA Center for
Standards, NATO C3I Agency Questions Under
operational conditions, does the wave form
support data transmission capable of
supporting mission critical traffic? Under
operational conditions, does the wave form
support data rate changes able to support
continuos data transmissions and what is the
nominal throughput? Tasking 2nd Quarter CY 01
(3 months)

Title. Data Messaging using MIL-STD HF Data Link
Protocol. Objective. To determine the
operational and functional feasibility of HF Data
Link Protocol in operational networks within DoD
and Federal services. Benefits. Information
obtained will validate the HF Data Link Protocol
as described in MIL-STD 188-141B and provide
information to Program Managers of the
feasibility and benefits that may be gained by
upgrading current networks. The following
services and agencies would directly benefit from
findings DoD, US Air Force's Air
Mobility Command, US Army's Aviation Electronic
Combat, DISA Center for Standards, NATO
C3I Agency Questions Under operational
conditions does the MIL-STD prescribed HF Data
Link Protocol support seamless integration
of the data device and network to the
transmission media? Under operational
conditions what is the nominal network throughput
using conventional (2400bps) and High Speed
(9600bps) data modems? Under operational
conditions does the HF Data Link Protocol
interface to and into the NIPRNET and
SIPRNET? Tasking 2nd and 3rd Quarters CY
01 ( 6 months)

soliciting Partnerships with Services, Federal
Agencies, Industry and Academia in the
development, conduct and assessment of
data. Demonstration Concepts, Objectives, Goals
etc. Demonstration Conduct, Over the air,
distant end locations for each Demonstration,
Loan of Equipment, Operational Test
Support Demonstration Assessment. Analytical
support to determine the value of the
Technology and assistance in preparing the
report(s).
