• To maximise the contribution of transport to the

  society by providing fully integrated transport
  operations and infrastructure.

Road Safety Campaign

• The DOT developed a Life Skills Orientation
• programme to educate learners on road safety
  matters.
• The programme includes
• TV programmes
• Radio programmes
• Workshops for 116 000 teachers across the country
• Worksheets for learners
• Scholar Patrol, DOT provides equipment and
  training to Provincial officers
• Budget Allocation R9 million

SHOVA KALULA BICYCLE PROJECT

• During 2001 the Department of Transport
  established a National Shova Kalula Bicycle
  programme. The aim of the programme is to promote
  the use of bicycles as a low cost-mobility
  solution and is especially aimed at disadvantaged
  rural and urban people who have to walk long
  distances, especially learners in rural and urban
  areas.
• This project is complimented by Provincial
  projects
• To date 5900 bicycles costing R535.70 each were
  distributed across the 9 Provinces
• Budget Allocation R10 million

Taxi Recapitalisation Programme (TRP)

• The mandate of the TRP is to promote
  accessibility and mobility for people with
  special needs.
• All taxi operators will have to comply with the
  SABS safety specifications intended to cater for
  people with special needs.
• Budget Allocation R7.7 billion over next 7 years

International Civil Aviation Day

• The International Civil Aviation Organisation
  (ICAO) declared 7 December as International Civil
  Aviation Day (ICAD). The event is targeted mainly
  at the youth to inform them of aviation matters
  and hopefully attract them to enter the aviation
  related field.
• The day will include presentations by various
  speakers from diverse aviation backgrounds.
• To ensure that all the young people across the
  country are exposed to this information, the
  event is rotated amongst the Provinces.

• To date the event was hosted by the following
  provinces
• Gauteng 2002
• Limpopo 2003
• Mpumulanga 2005
• Budget Allocation R1 million

Maritime Awards

• The celebration of World Maritime Day is
  targeted at the youth as part of the project was
  to expose them to the field of maritime.
• Furthermore, to inform them of the current issues
  of the industry.
• The youth is provided with an opportunity also to
  interact with the Minister of Transport and other
  prominent members of the industry.

• This event is also rotated to the various ports
  to ensure that all young people are exposed to
  issues of maritime.
• To date the following Ports hosted the event
• Cape Town 2003
• Richards Bay 2004
• Kwazulu Natal 2005
• Budget Allocation R50 000 which is complimented
  by the industry contributions.

Rural Transport Strategy

• Studies have shown that
• 50 of the population of South Africa is rural
  out of which 72 of the total population who are
  poor resides in the rural areas.
• Rural communities have vastly inferior access to
  basic social services.
• Therefore the delivery of rural transport
  services can be a catalyst for sustainable
  economic development, improved social access and
  poverty alleviation in the rural areas.
• Hence the department allocated a budget of R9.8
  million for the implementation of its Rural
  Transport Strategy for South Africa.
• Phase 1 of the implementation commenced in June
  2005.

Accessible Transport Projects for Disabled Persons

• The Department of Transport mainstreamed
  disability issues within the accessible transport
  projects.
• The Department developed the Short-term Strategic
  Framework on Accessible Transport which will be
  tabled in Cabinet for approval once finalised by
  the Minister.

• To give impetus to the strategy a number of
  demonstration projects were embarked upon with a
  number of municipalities and by the Department
  itself. They are as follows
• Dial a ride project in Cape Town R5 million
• The Model Tender Contract Document set out
• minimum vehicle standards for disabled persons.
• The DOT has put aside R2.4 billion for the
  transformation of the bus industry.

Urban Renewal Programme (URP)

• The Shova Kalula Bicycle Project forms part of
  the URP as well as the EPWP.
• It involved the construction of cycle lanes in
  Galeshewe at a cost of R1 053 636 using labour
  intensive methods
• 26 local people were employed in the project.

ACCESSIBILITY cont.

• Rail Facilities provided to date
• The Platform Height Rectification Project is
  aimed at closing, as far as possible, the
  vertical and horizontal gaps between the train
  and platform R1 billion.
• Mandalay and Lentegeur stations in the Western
  Cape (Universal accessibility) (R34m).
• Germiston station - Currently implemented -
  Replacing a footbridge with universal
  accessibility to the entire station complex and
  surroundings (R10m).
• Park station - Fully accessible with lifts to
  platforms.
• Khayelitsha extension. Two new stations will be
  fully accessible. (R26m).

Capacity Development and Training

• Three Centres of Development have been
  established to assist the department in the
  development of a pool of transport professionals
  as well as to build capacity more especially
  amongst the previously disadvantaged students.
• The Southern, Northern and Eastern Transportation
  Centres of Development are responsible in this
  regard.
• For example, one of the key challenges to address
  skills shortages in the following areas
• civil engineers,
• technicians, and
• technologists.
• Budget Allocation R6 684 000.00

• Ever since the inception of both the internship
  and learnership programmes, the DOT has exposed
  66 youth to the programmes out of which 28 were
  permanently appointed within the department.
• An amount of R 1 316 317 was spent during
  2004/2005 to date.
• 60 young DOT officials utilised the internal
  bursary scheme. The budget allocation for the
  bursary scheme R500 000
• The DOT also undertakes roadshows to schools and
  participate in the open week days of various
  tertiary institutions. These activities are
  funded by the operational budget of the
  Directorate Capacity Development amounting to
  R1.3 million

• Rail Sector R700 000 allocated for bursaries
• Roads R6.2 million since 1998 on the Technology
  Research Activity Centre (TRAC) project aimed at
  aiding high school learners with Mathematics ,
  Science and Technology.
• Streetwise Education Project is aimed at primary
  school learners to educate them on road safety,
  R420 000 was allocated to the project for
  2004-2005 financial year. Roadshows were
  conducted country-wide where education tools were
  distributed to the educators.

• Aviation R12 million is allocated annually to
  train 30 young Air Traffic Controllers
• The Airports Company of South Africa has the
  following education and training programmes
  targeted at the youth from disadvantaged
  communities
• RAU Call Students tuition six Grade 10 learners
  R87 500
• Seven students outstanding fees at University of
  Johannesburg R138 000
• Cape Town Peninsula University Technology - R80
  000
• Emthonjeni Learning Support R120 00

Community Development

• The DOT in collaboration with SANRAL spent R7.6
  million on the Extended Public Works Programme
  (EPWP),aimed at poverty alleviation and job
  creation amongst the youth.
• ACSA donates on an annual basis, wheelchairs to
  learners to assist them with mobility and access
  into school facilities and other facilities.
• To date 148 wheelchairs were donated, a further
  250 will be donated during December 2005.
• R800 000 was set aside over a two-year period
  (2003/04 and 2005/06 financial years)

Community Development cont.

• Sports development ACSA sponsored a sum of R1.3
  million towards sports development for people
  with disabilities
• 18 entry level and performance sports wheelchairs
  were distributed nationally by Wheelchair Tennis
  South Africa.
• The cost of the specially designed wheelchairs
  amounted to R144 000
• ACSA recently erected a creche for children in
  the Kathlehong area to the value of R1.2 million.

• A fully fitted computer centre to the value of
  R120 000 was erected and handed over to the
  !XuKhwe San communities in Platfontein outside
  Kimberley
