Title: Archer Rd SW 16th Avenue Reconfiguration

1
Archer Rd / SW 16th AvenueReconfiguration
2
Current Issues
  • Address Archer Road as a Gateway to the UF Health
Science Center and medical center park
  • Reconfiguring portions of Archer Road and SW 16th
Avenue have been discussed for over seven years.
  • The Campus Development Agreement for 2005-2015
allocates 8.2m to initiate the project.
  • Currently, 2m is available to begin preliminary
    design and engineering.
  • UF is collaborating with the City of Gainesville
and Florida Dept. of Transportation to conduct a
detailed design study called a PDE Study
    (Project Development and Environmental).

3
The Problem
  • No sense of arrival
  • Confusing
  • Unattractive
  • Unsafe for bicycles, pedestrians and wheelchairs
  • Not customer friendly

4
History
  • 2000 Campus Master Plan suggested reconstruction
of Archer Rd. and extension of Gale-Lemerand Drive

Sasaki Associates, Inc. - 2000
5
History
  • 2000 MTPO Long-Range Transportation Plan
    Supported Archer Rd. Reconfiguration
  • 2004 MTPO conducted a charrette study
  • 2005 MTPO Long-Range Plan update continues
    project support

Renaissance Planning Group LDR International -
2000
6
MTPO Recommended Configuration (Option 2)
2004 MTPO Charrette
  • FDOT wants to retain total of eight (8) lanes
  • City of Gainesville Comprehensive Plan prohibits
new 6-lane roads inside the City Limits

7
Campus Master Plan Model Analysis by The
Corradino Group (2005)
  • Tested 7 alternative road reconfigurations with
    updated model assumptions
  • Variations included an extension of SW 23rd
Terrace, provision of people-mover systems, and
    various lane configurations
  • Every alternative tested included closing Archer
Rd. to through-traffic between Gale Lemerand Dr.
and the fire station to the west
  • Results re-confirmed the MTPO recommendation of
retaining 4-lanes of traffic on Archer Rd. and
    4-lanes on SW 16th Ave.
  • Results demonstrated overall traffic diversion
and volume reduction on Archer Road west to SW
    34th St.

Campus Master Plan Model Analysis by PBSJ, Inc.
(2006)
  • Tested alternative road reconfigurations with
updated traffic model plus traffic from the newly
    planned Shands Hospital Expansion
  • Considered traffic impacts of new Parking Garage
    13
  • Tested limited access and closure options on
Archer Rd. between Gale Lemerand Dr. and the fire
    station
  • Recommended two through-lanes on Archer Rd. with
the two outside lanes for parking or HOV
    Transit/Right-Turns
  • Recommended some parking removal on SW 16th Ave.
between the fire station and Shealy Drive
  • Developed alternative reconfigurations for
  • Archer Rd. corridor
  • Gale Lemerand Dr. extension
  • Archer Rd. at SW 13th Street intersection

Dedicated Transit Lanes instead of parking
Transit and Emergency Vehicles Only
Consider possible transit/shuttle hub
(turn-around) in conjunction with fire/emergency
access road
4-lane Shealy Drive Extension
Consider possible VA Hosp. access
Preferred Alternative
13
Dedicated Bus Lanes instead of On-Street Parking
14
Preferred Alternative Features
  • 20-MPH speed limit along entire Archer Rd. and
    Shealy Dr. extension corridors
  • Safe and convenient intersection crossings and
    streetscapes for pedestrians
  • Generous landscaped medians throughout the
    corridor
  • Transit Mall for bus and emergency vehicle
access only between Gale Lemerand Drive and Fire
    Station (State Vehicles?)
  • Visitors directed onto SW 16th Avenue with entry
at Shealy Drive extension or SW 16th Street
depending on destination. Future Shands Hospital
access will be from SW 16th Avenue. Wayfinding
signs direct visitors to their destinations.
  • 4-Lane S-Curve Shealy Drive extension to meet
    with existing signalized intersection and
maintain existing Vet School access point
  • Dedicated Transit Lanes on Archer Road for RTS
    and Shands Shuttles
  • Direct access for emergency vehicles from the
    fire station to campus
  • Work with VA Hospital to accomplish satisfactory
access from SW 16th Avenue and/or Shealy Drive
    extension.
  • Ensure satisfactory access to Garage 9
