New Rules 10 CSR 10-2.385 and 10 CSR 10-5.385
Control of Heavy Duty Diesel Vehicle Idling
Emissions
  • Tiffany Campbell
  • Air Program Advisory Forum
  • September 18, 2008
  • Jefferson City, Missouri

2
Presentation Overview
  • Air Quality Concerns with Diesel Exhaust
  • Impacts of Idling
  • Benefits of Idle Reduction
  • Specifics of Proposed New Rule

3
Diesel Exhaust Composition
  • Ozone forming pollutants
  • Nitrogen Oxides (NOx)
  • Volatile Organic Compounds (VOCs)
  • Carbon Monoxide (CO)
  • Sulfur compounds
  • Formaldehyde
  • Benzene
  • Particulate Matter (PM)

4
Impacts of Idling
  • Average heavy duty diesel engine consumes 0.8
gallons of diesel fuel per hour of idling
  • Each year idling consumes more than 960 million
    gallons of diesel fuel
  • It generates
  • 11 million tons of CO2
  • 180,000 tons of NOx
  • 5,000 tons of PM

5
Why Regulation Needed?Air Quality Issues In
Kansas City
  • Kansas City currently violates both 1997 and 2008
    8-hour ozone standards
  • 2007 Kansas City Ozone Maintenance Plan committed
to an idle regulation if violations occurred
  • Quality assured violations occurred during 2007
    ozone season

6
Why Regulation Needed?Air Quality Issues In St.
Louis
  • St. Louis currently violates the 1997 and 2008
    ozone standards
  • 2007 St. Louis Ozone Nonattainment SIP discusses
    an idle reduction rule
  • The area is currently designated as a
nonattainment area for PM 2.5 annual standard

7
Idle Reduction Benefits
  • Reduce emissions that contribute to ozone
    formation and pollutant exposure
  • Saves fuel and money for drivers
  • Reduces the overall demand for diesel fuel

Applicable Sources
  • Owners/operators of commercial, public and
institutional heavy duty diesel vehicles which
are intended to operate on public streets and/or
    highways
  • Owners/operators of locations where commercial,
public, and institutional heavy duty diesel
    vehicles load or unload

10
Affected Sources
  • Heavy duty diesel vehicles are vehicles that
  • Have a gross vehicle weight rating (GVWR) over
    8,500 pounds
  • Are powered by a diesel engine
  • Are designed primarily for transporting persons
or property on a public street or highway.

11
Rule Requirements
  • Allows for thirty minutes of idling at a freight
    load/unload location
  • Passenger load/unload locations limited to five
    minutes of idling
  • Limits idling to five minutes in any sixty minute
    period
  • Number of exemptions from requirements

12
Rule Exemptions
  • Traffic congestion
  • Emergencies, health, and safety
  • Government mandated rest periods
  • Training capacity
  • Propulsion of auxiliary engine
  • Agricultural operations
  • Other specific exemptions included in rule text
