- Provides guaranteed priority restoration of
telecommunications services when service
providers resources are - overextended

provider processes will not meet the requirement

5Legal Background
- On November 17, 1988, the FCC issued a Report and
Order (FCC 88-341) establishing the TSP Program - The FCC designated the Executive Office of the
President as administrator of the TSP Program,
who in turn, delegated its responsibilities to
the Manager of the National Communications System
- TSP is mandatory for all telecommunications
companies

6Who Qualifies for TSP?
Organizations with telecommunications services
that support either a national security or
emergency preparedness mission
- Federal users
- Non-Federal users (via Federal sponsor)
- State local government (state EOCs, police,
fire, EMS) - Foreign governments, within U.S. jurisdiction

hospitals, etc.)

NS/EP telecommunications services are those
services used to maintain a state of readiness or
to respond to and manage any event or crisis
which causes or could cause injury or harm to the
population, damage to or loss of property, or
degrades or threatens the NS/EP posture of the
United States.

- During times of calm, circuits (data or voice)
are registered in the TSP program
- When disasters occur, service providers must
restore TSP lines first

14Who is an Invocation Official?
An Invocation Official is a designated individual
with the authority and responsibility to approve
the cost and criticality of the provisioning
request of a telecommunications service.
The primary roles of an Invocation Official are
to
- Certify that the NS/EP telecom service is vital
- Delegate authority, in writing to the NCS, to
approve provisioning requests
Who can be designated as an Invocation Official?
- The head or director of a Federal department or
agency - Commander of a unified or specified military
command - Chief of a military service
- Commander of a major military command
- State Governors

TSP PRIORITY LEVELS
- The TSP Authorization code has two parts (1) the
TSP control identifier (ID), and alphanumeric
identifier (2) the TSP priority levels that
identify provisioning and restoration priority
levels assignments. The TSP control ID occupies
position 1 through 9 of the TSP Authorization
Code. The 10th position is always a hyphen,
which separates the TSP control ID from the TSP
Priority Levels. - The TSP Priority Levels occupy positions 11 and
12 of the TSP Authorization Code. Acceptable
values for both provisioning and restoration
include the following - For the provisioning priority field, E, 1, 2,
3, 4, 5, or 0 (zero) is acceptable. A zero
indicates that no provisioning priority is
assigned. - For the restoration priority field, 1, 2, 3, 4,
5, or 0 (zero) is acceptable. A zero indicates
that no restoration priority is assigned. - 00 in both priority fields signifies that the
code has been revoked by the FCC
