Opportunities

• Use EU Neighborhood Policy and enhanced
  agreement under negotiations to harmonize to
  every coma
• In 2006 circa 500 mln was available for Ukraine
  for technical assistance from 13 donors!!!
• Some extremely costly EU regulations in
  environment and food processing can wait
• Political determination needed as in WTO
  accession case, although this is an exception,
