Background
  • The Indian sub-continent has suffered enormous
    loss of lives, livelihood and damage of public
    property due to its extreme vulnerabilities to
    several natural and man-made hazards. But there
    is no organized information system on
    availability of resources for disaster response
    at district, state and national levels.
    Government agencies have face problems in
    mobilizing equipments and skilled human resources
    to respond immediately to emergencies.

Compulsions of Disaster Managers
  • Non Availability of Inventory of Resources with
    the disaster managers.
  • Non Availability of the Network for Resources to
    be referred at the time of disaster.
  • Not able to identify its own resources to meet
    different disaster.
  • Not able to mobilize resources from its own
    district nor from the neighboring district or
    State.
  • Gap in occurrence Response Time in mobilising
    of resources.

What is IDRN?
  • Its a web-enabled GIS based All-India Resource
    Inventory i.e. on-line centralized database.
  • This Resource inventory titled IDRN (Indian
    Disaster Resource Network) will be available on
    the website with the Url
    www.idrn.gov.in
  • to all the disaster managers at various levels
    for better response to different disasters.

Objective
  • To collect and collate information on resources
    available in the country for emergency response.
  • To enhance the decision making capabilities of
    Government functionaries in quick response to
    emergencies.

  • This web portal was inaugurated by honorable
    Deputy Prime Minister on 1st September 2003
    through Video Conferencing with six of the Chief
    Ministers.
  • Till date process has been initiated in 414
    districts of 25 State UTs.
  • The Centralized database is having 50765 nos. of
    Resources uploaded from different districts.

About the portal
  • 226 items are identified which comes to help
    response in different disasters.
  • The resources are of 3 types
  • Human Resources
  • Equipment Resources
  • Critical Resources
  • Resources of all the Line Dept., Military Units,
    Public Sector Units Private Sector Units are
    accountable.
  • Form-I Form-II(A,B,C) are developed to be
    shared to different departments/ Units in a
    district and resources have to be captured.

Role of State Nodal Officer
  • To assist monitor the progress of various
    districts.
  • To support the District Administration.
  • To coordinate with the State Informatics Officer.
  • To ensure the enhanced use of the portal.
  • Organising different orientation briefing of
    officials at various levels.
  • To keep in regular touch with District Magistrate
    sharing status with them.
  • Problems Issues has to discussed.
  • Success stories has to be documented.
  • Status has to be shared with Chief Secretary.
  • Problems technical issues has to be discussed.
  • Suggestion for improvement has to be taken care
    off.

Role of District Magistrate
  • Hole and Sole responsible for the development of
    the online inventory of resources.
  • To ensure all the existing Units/Departments
    should submit their resource for the resource
    inventory it has to be well recorded in files.
  • To ensure the web portal contains updated
    validated information.
  • To ensure the enhanced use of the portal for any
    kind of disaster at the district.
  • To monitor assist DNO DIO for sustainability
    of the web portal problem faced by them.
  • To include the procedure in the district
    coordination meetings.
  • All the officials related to disaster should know
    to use the portal for querying the centralized
    data base.

Role of District Nodal Officer
  • To ensure collect of information from all
    existing Departments/Units in the district.
  • To ensure data collected has to be valid
    uploaded to the centralised database and it is
    well recorded.
  • To ensure the enhanced use of the portal for any
    kind of disaster.
  • To keep in regular touch with District magistrate
    District Informatics officer for sharing of
    information.
  • To ensure that web portal is updated.
  • Problems should be discussed with the district
    magistrate.
  • Should know the uses of the portal.

Role of DIOs
  • To give technical support to the District
    Administration.
  • To help in the process of data uploading
  • To ensure the enhanced use of the portal for any
    kind of disaster at the district.
  • To keep in regular touch with Nodal
    Officer/District Magistrate for sharing
    information and querying the centralised
    database.
  • To keep the site update.
  • Regular correspondence with NO/DM for any kind of
    difficulties faced to keep the site updated.
  • NO/DM Should be trained to use the portal.
