Title: SHIPPING SAFETY

1
SHIPPING SAFETY
  • Sectoral Workshop
  • 12th EEAC-Annual Conference Towards a European
    Policy on the Marine Environment
  • chaired and reported by Paul Scholte, Wadden Sea
    Council
  • 14-16 October, Berlin

2
EEAC Marine WGs letter to the Greek presidency
of EU, June 2003
  • We note and welcome the attention and urgency
given to Maritime Safety issues at the recent
Brussels European Council, in the aftermath of
the Prestige accident . However we are
concerned that the spirit and sense of urgency
that informed the heads of state discussion are
not reflected in the present proposals of the EU
    Marine Policy, etc.

3
Amongst the objectives of the marine strategy
relative to shipping safety (European Marine
Strategy-annotated outline of a policy document,
17-2-2004)
  • Objective no12
  • To reduce the environmental impact of
shipping by developing the concept of the Clean
    Ship and promote safe shipping

4
Thematic Strategy for the Protection and
Conservation of the marine environment(EC-October
2004 document)
  • By 2010 at the latest to improve compliance
with all existing discharge regulations for ships
and with existing regulations on the protection
of marine environment from pollution derived from
shipping and maritime transport and to further
reduce the environmental impact of shipping,
inter alia, by developing and applying the
concept of the Clean Ship and further promote
    safe shipping

5
DISCUSSION Text in EEAC Statement on the
desired state
  • Although shipping accidents do occasionally
happen, their impact is minimised because ships
are routed to avoid the most sensitive habits and
    all tankers are double-hulled

6
DO WE HAVE SOMETHING TO ADD / MODIFY SOMETHING ?
  • I am an ecologist and not a shipping safety
    specialist, but ..

7
AMONGST THE ISSUES TO BE DISCUSSED
  • HOW TO KEEP SHIPPING SAFETY ON THE AGENDA
(prevention and not responding to disasters only)
  • HOW TO PREPARE UPCOMING RISKS (OFFSHORE WIND
    PARKS, etc.)
  • STREAMLINING REGULATIONS AND ASSURING THEIR
IMPLEMENTATION (Wadden Sea Councils advice on
    PSSA)

8
SPEAKERS
  • 1. Capt. te Ferreira da Silva, Lisbon Agrem /
CILPAN (Centre of Coordination on Ocean Pollution
    NE Atlantic)
  • 2. Arnaud LEROY, European Maritime Safety Agency
    (Belgium)
  • 3.Monika Breuch-Moritz, Head of Unit Marine
    Environment Protection (Fed. Min. Transport,
    Germany)

9
ORIENTATIONS for the Marine Strategy
  • We welcome the new text (prepared for the
    Rdam conference)
  • Wider concept of improvement of shipping safety
and protection of the marine environment against
pollution from ships should be taken into
account. E.g. the compliance of regulations
should be assured by the systematic control of
ships, crews and shipping (compare aviation
    sector)
