Nominations to the SIEC
  • Nominations to the SIEC are subject to the
    approval of the ISB.
  • Gummada Murthy, Director of Maintenance and
    Operations Program, Washington State Department
    of Transportation.
  • Samuel Pierre, Fire Marshal, Washington State
    Patrol.

SIEC Requirements
  • December 31, 2003 completed an inventory of
    state-operated public safety radio
    systems and sent a report to the Legislature.
  • March 31, 2004 completed an Interim Plan
    for state-operated
  • public safety radio systems and sent a report to
    the Legislature.
  • July 31, 2004 completed (Phase I of) a
    statewide inventory of public safety radio
    communications systems, and sent a report to the
    Legislature.
  • December 31, 2004 completed a statewide
    Final Communications
  • Plan for all public safety communications
    systems, and sent a
  • report to the Legislature.

Goals
  • Goal 1 Establish statewide interoperability as
    a high priority for all stakeholders, including
    federal, state, local, regional, and tribal
    agencies and entities.
  • Goal 2 Maximize the improvements in
    interoperability by institutionalizing
    collaborative approaches across the state based
    upon common priorities and consensus at the
    regional level.
  • Goal 3 Create an architectural approach which
    establishes a framework for interfacing between
    disparate systems and promotes migration to new
    technologies.

  • Goal 4 Provide for a technology environment
    that allows evolutionary migration of state,
    local, tribal, and regional systems to the level
    of interoperability that is appropriate for their
    mission.
  • Goal 5 Optimize the use of all funding sources
    at the federal, state, local, and tribal levels.
  • Goal 6 Maximize the use of best current
    practices approaches to improving
    interoperability.
  • Goal 7 Create a statewide backbone
    communications capability that will provide
    connectivity for state, local/tribal, and
    regional groups .

Recommendations (Governance)
  • Frequency coordination should be centralized.
  • Plan must include voice and data communications.
  • Create a statewide outreach program.
  • Where they do not currently exist, form Regional
    Interoperability Work Groups.
  • Educate key state and local legislative
    policy-makers regarding the need for
    interoperable communications.
  • Raise the awareness level in the general public
    for the critical and urgent need for
    interoperability.

Recommendations (Funding)
  • Use the SIEC Advisory Funding Enterprise (SAFE)
    Working Group as the funding advisory resource
    body for state and local government.
  • State and federal funding should be tied to the
    use of standards.
  • Investigate the use of General Funds for support
    of local systems.
  • Investigate the use of vendor-offered
    public/private and leasing opportunities.
  • Consider commercializing available antenna space.

Recommendations (Technology)
  • Establish a collaborative approach for planning
    of state agency communications, sharing
    infrastructure where possible.
  • Maximize use of mutual-aid channels and
    interconnect devices.
  • Provide processes, standards, and shared learning
    for the development of regional technology
    solutions.
  • Work with each regional system, incorporating all
    area users and providing a path for each user to
    join into the statewide solution.
  • Better utilize current systems for frequency
    sharing, infrastructure, and support personnel.

Recommendations (Standards)
  • Provide a set of living standards that will
    define the minimum entry-points for state, local,
    regional, and tribal systems to begin to
    interoperate with each other.
  • New trunked systems or systems requiring advanced
    digital features should be P25.
  • New systems or equipment purchases should be
    P25-upgradeable.
  • Standalone systems (minimal interoperability
    requirements) can be non-P25 or P25 upgradeable
    until P25 costs drop.
  • Same for existing VHF conventional analog
    systems.
  • May set interim standard for non-P25 VHF
    narrowbanding if economically required.
  • Very small local systems can stay non-P25 or move
    to P-25 upgradeable based on economics.
  • Directional approach for all purchases shall be
    towards increasing P25 compatibility.

Next Steps
  • Comprehensive statewide inventory of public
    safety communications assets (Phase II). (Report
    will be approved by the SIEC on February 24,
    2005.)
  • Technical Implementation Plan. (Plan will be
    approved by the SIEC June 23, 2005.)
  • SIEC attempting to gain 2 FTEs to work on
    statewide frequency coordination.
  • SIEC pursuing funding opportunities to create
    radio caches that could be used by local
    government.
  • SIEC pursuing funding to establish a statewide On
    Scene Command and Control Radio Network.
