2. Twinners are Partners Within the framework of
the EU Phare Program which finances Twinning
Projects the European Commission wishes to
promote the provision of national experts between
the national institutes of EU MS and those of
the CC. The purpose is to assist the CC to put in
place the institutions required to take on all
the Acquis Communautaire. Twinning means
Partnership between the MS - they give advice
and the CC they decide. That means, You, the
Hungarians, You are the decision makers!
But 3 Both work together as One Twinning
and Winning Team.

- 3. Background of the Twinning Project
- Organizational structures have changed after
election. - Environmental Acquis means not only European
legislation - but also integration. The idea is to reach the
utmost of - integration between the various
administrations. - Following those ideas it means integration for
the whole - range from the Water Boards to the
Environmental - Inspectorates to the Nature Conservation
Directorates and - probably other administrations more in the
near future. - This Project will certainly become a highly
sensitive process. - The Team is aware of that and well
prepared. - 4

- 4. Objectives of the Twinning Project
- The overall Objective
- To assist Hungary in strengthening the capacity
of its - environmental inspection system in order to
give effect to the - EU Environmental Acquis Communautaire.
- Permitting, licensing and compliance control in
the field of - environment have to get integrated with each
other in order to - meet the Acquis.

- The Key Objectives
- to strengthen the institutional background,
- to get permitting, licensing and compliance
control in line - with the requirements of the EU environmental
Acquis, - to ensure full institutional capacity to
reporting and - information requirements of several main EU
directives, - to provide training for 300 employees,
- to ensure the consideration of the Aarhus
Convention, - to implement the Minimum Criteria of Inspection
(MCI), - to design a sustainable training system for

- 1.Questionnaire Action
- We all in Europe need to have comparable systems
for permitting, - inspecting and monitoring procedures for
environmental issues - therefore
- You also have to adopt the Environmental Acquis
Communautaire. - Some administrations will fulfil the EU
requirements, others not yet. - We from Finland and Germany had to do the same
efforts earlier. - Its up to us now to transfer our experience to
you . - We give advice and you decide. Thats all.
- But how to get to know, where you stay?
- The best way is a Questionnaire.
- They will be discussed on Workshops before
delivered. 2P

- 2. SWOT-Analysis
- The answered Questionnaire will have to be
analysed by - means of a SWOT-Analysis.
- Strong and Weak points in relation to the
requested - strengthening of the environmental
inspection system - will - be identified in order to improve .
- There will be SWOT-Analyses on
- structures and responsibilities,
- assignment of tasks and
- number and qualification of staff.
3P - The results of the SWOT will be discussed on
Workshops.

- 3. Future Institution
- The Hungarian-Finnish-German Twinning Team will
- elaborate proposals of how to strengthen the
inspection - system based on
- the Review of Hungarian Implementation and
- Enforcement Procedures in the Environment
Sector, the - AC-IMPEL Report of February 2001,
- the EURENMEE Conception Report of 2000 and
- the results of the SWOT-Analysis.
- Proposals will be discussed by occasion of

- Study Tour No. 1 goes to Finland for 6 Hungarian
future - trainers specialized on EU-Water Directives.
- Study Tour No. 2 will lead 6 Hungarian future
trainers to - Germany, in particular to Schleswig-Holstein
and North- - Rhine-Westphalia to get informed on
EU-Directives for - Hazardous Waste.
- Study Tour No. 3 will be organized by Germany
for 6 - Hungarian future trainers on EU-Directives of
Household - Waste and will take place in
Schleswig-Holstein and - Hamburg.
