Purpose of Plan Revision

• Guidance for systems level regional solid waste
  management planning.
• Changes in regional solid waste stream,
  facilities, plans, programs, goals.
• Identification of needs for 20 year planning
  horizon.

Solid Waste Facilities, Plans Programs

• 11 Landfills, 21 Transfer Stations Combined
  Facilities, 7 Materials Recovery Facilities.
• Recycling Programs increased from 3 to 12.
• Household Hazardous Waste Collection Programs
  increased from 1 joint annual event to 15
  programs.
• Adequate landfill capacity, shift to alternative
  landfills, perhaps more transfer stations.

Regional Solid Waste Goals

• Overall- prevent adverse effects on public health
  environment from improper disposal, processing,
  collection.
• Landfilling- primary practice with policy for
  waste reduction, recycling, reuse.
• Recycling- local agencies develop targets
  consistent with local programs conditions.

Member Agency Participation

• All member agencies provided opportunity to
  review and indicate preferences.
• Solid Waste Advisory Committee (SWAC) reviewed
  scope of work, survey, draft plan.
• SWAC Public Hearing SWAC January 11, 2005. No
  comments received.
• Management Committee recommended plan adoption on
  February 9, 2005.
