Activity 1
  • Purpose The purpose of this activity is to
    provide you with an opportunity to apply what you
    have learned about fundamental ICS/HICS concepts
    to an incident involving a train/bus crash.
  • Instructions
  • Working in your designated teams, review the
    scenario, resource list and scenario map.
  • Complete the following steps
  • Identify who would assume leadership of the
    ICS/HICS at which points in the scenario
  • Draw an organizational chart to manage resources
    that maintains effective span of control and
    includes Command and General Staff (include
    Deputies, Assistants, Technical Specialists, and
    Agency Representatives where appropriate).
  • Describe the responsibilities delegated to the
    Command Staff and Sections that are activated.
  • Make sure you are able to explain the rationale
    for your teams decisions.
  • Be prepared to present your results in ___
    minutes.

Activity 1 SCENARIO
  • It is the beginning of September. It is a warm
    sunny Saturday afternoon and there is a Grizzly
    football game at the Washington Stadium. Its the
    last quarter of the game. The town is packed with
    football fans and students. A train is heading
    east out of Missoula. A bus full of band
    students who played at half-time is leaving the
    game trying to beat the post-game traffic. At
    the intersection of Spruce St. and Greenough Dr.
    the bus and train collide. Band students in the
    bus are injured, some critically. Several train
    cars have derailed.
  • 911 is inundated with calls and initiated EMS,
    fire and law enforcement response.

Conditions On-Scene
  • City Fire Sta.1 is only a block away, Eng.111
    first on scene and establishes on-scene command.
  • Damage to the bus is severe and students are
    trapped in the wreckage. At least two are dead.
  • The train crew is un-injured.
  • Command requests additional fire and ambulance
    units and begins extrication.
  • Congested traffic is hindering emergency access
    to the scene and the game isnt even over yet.
  • Wind is from the north at 5 miles per hour.
  • The media is on-scene with cameras.

On-Scene Initial Incident Objectives
  • Protect emergency workers
  • Perform rescue and extrication
  • Provide emergency treatment/transport
  • Secure crash site for investigators

  • ER at both hospitals hear the dispatch and scene
    request for additional police, fire and EMS units
  • Hospital 1 (closest) is at 80 capacity.
    Hospital 2 is at 75 capacity.
  • Limited staff on hand.

  • Purpose
  • The purpose of this activity is to provide you
    with an opportunity to apply what you have
    learned about Unified Command to an incident
    involving a train/school bus accident that
    requires multiple jurisdictions and agency
    response.
  • Instructions Complete the following steps
  • List who would be included in the Unified Command
    structure
  • Describe the challenges facing the Unified
    Command
  • Describe the strategies the Unified Command
    structure will use to address these challenges
    and facilitate information flow and coordination.
  • Be prepared to present your results in ___
    minutes.

Activity 2 Scenario UpdateConditions On-Scene
  • It is one hour after the train/bus crash. 20 band
    students have been treated at the scene. 7 reds,
    6 yellows, 5 greens and 2 blacks. There are
    approximately 15 students still trapped and or
    waiting to be transported.
  • During extrication efforts two of the tank cars
    carrying chlorine shifted and they are now
    leaking. Wind is from the north at 2 mph.
  • The football game is over, traffic is jammed up
    all over town. Fire, EMS and law enforcement
    resources are stretched very thin.
  • Mutual aid from surrounding counties has been
    requested and a Unified Command Post has been
    established.

Activity 2 Update Conditions at Hospitals
  • Hospital 1 (closest) received 4 of the critical
    (red) patients and 3 of the yellows transported
    so far. All ED beds are full and staffing is
    stretched thin. Hospital Command has been
    advised of the chlorine leak and is nervous due
    to the hospitals proximity to the incident.
  • Hospital 2 received 3 critical patients, 3
    yellows transported from the scene so far, and
    they are dealing with patients coming in from
    multiple fender benders. The ED is almost full
    but staffing is adequate at this time because
    called back healthcare workers were better able
    to get through traffic.

Activity 3
  • Purpose The purpose of this activity is to
    provide you with an opportunity to apply what you
    have learned about the planning, briefing and IAP
    development process.
  • Instructions Working as a team
  • Review the scenario update, scenario objectives
    and tactical recommendations in your Student
    Manuals.
  • Discuss the hazard and strategy recommendations
    and select a course of action.
  • Based on the selected tactics, determine resource
    requirements. Complete the Operational Planning
    worksheet (ICS/HICS 215) and Safety Analysis (ICS
    215A or HICS 261)
  • Identify the ICS forms to be included in the IAP
    appropriate to the scenario.
  • Outline the agenda for the operational briefing
    and be prepared to present your IAP as a concise
    5-10 minute operational briefing.
  • Be prepared to present in ____minutes

Activity 3 Scenario Update
  • 3 hours after the incident began All injured
    and dead band students have been removed from the
    scene and transported to hospitals. HazMat teams
    are attempting to stop the chlorine leak. Wind
    has shifted slightly and is coming from the NW
    continuing at 2 mph. Evacuation downwind is
    hampered by continued traffic snarls. Patients
    smelling of chlorine are self-reporting to the
    hospitals complaining of shortness of breath,
    coughing, and eye irritation. Media helicopters
    arrive in the area. Unified Command determines
    that the incident will extend into multiple
    operational periods. The operational periods will
    be 12 hours. The next operational period will
    begin at 2000 hours tonight and end at 0800
    tomorrow. The public is demanding safety
    information and parents of the band students are
    demanding to know the status of their children
    and are converging on the hospitals.

Activity 3 On-Scene Incident Objectives
  • Provide for safety of responders and public
  • Ensure appropriate level of PPE and
    decontamination
  • Stop the leak of the chlorine in the next
    operational period
  • Expand and maintain outer perimeter and
    evacuation area. Admit no one without permission
    of IC. (The affected area potentially includes
    about 40 50 city blocks with an average of 12
    residences per city block. With an avg. of 3
    people per residence you can expect to have to
    evacuate and shelter at least 1400 1600
    people.)
  • Relocate ICP to a safe area in the next two
    hours.

  • Provide for safety of hospital staff and patients
  • Ensure appropriate PPE and patient
    decontamination.
  • Stop elective procedures, maintain adequate
    staffing
  • Communicate and share resources with other
    hospital(s).
  • Transfer patients appropriate to conditions and
    available resources.
  • Manage media and next of kin expectations.

  • Ensure employee safety
  • Monitor on-scene activity and provide technical
    assistance.
  • Prepare and disseminate Public Health Information
    messages.
  • Track exposed patients
  • Assist in shelter operations
