Basic Principle
  • It is axiomatic that all discussion and decisions
    about road lighting are based on fulfilling the
    performance requirements of the Australian / New
    Zealand Roadlighting Standards AS/NZS 1158
    series.

Standards
  • There are long and well established Australian
    Standards for road-lighting - an important public
    service
  • Dichotomy of lighting -
  • for traffic routes (for vehicle drivers - high
    light level - 30 reduction in night road
    accidents - ?1/4 lighting points ? 1/2 cost)
  • for local roads, paths, public areas (for
    pedestrians - low light level - safety and
    security - ? 3/4 lighting points ? 1/2 cost)
  • A/NZS 1158 -
  • Part 1.1 Category V lighting 1997 with 5
    categories - V3 the norm
  • Part 3.1 Category P lighting 1999 with 5
    categories - P5/4 the norm
  • Both V3 and P4/5 are modest lighting levels

How do the Standards Arise?
  • The Committee represents all stakeholders -
    Standards Aust provide only logistic support
  • Work initiated by outside request and Committee
    decision
  • Committee drafts, discussion and consensus
  • Use of experience, research and international CIE
    recommendations
  • Outside input and transparency through public
    review
  • Regular review, amendment and revision - an
    evolutionary process

Format of Standards
  • They specify performance in terms of light
    technical parameters and their values
  • eg. V3 - average carriageway luminance
    (brightness) - 0.7 cd/m2
  • Compliance is demonstrated by using specified
    computer design and documentation
  • All performance values are in-service initial
    values will be higher
  • Continuing compliance is assured by a design
    maintenance regime
  • The designer cannot use a maintenance factor of
    gt0.7
  • The performance Standards do not refer to
    equipment but there is on Guide

Lighting Installations
  • Road type, operating characteristics gt light
    level, environmental parameters (control glare,
    spill and waste light)
  • Cat V - Light carriageway and verge.
  • HPS compromise between efficacy and colour.
  • Semi glare control gt economic spacing S/H ? 5
  • Cat P - Light whole road reserve.
  • P5 one light on every 2nd pole S/H ? 12
  • For high risk of crime gt high light level S/H ? 5
  • 40 Watts of fluorescent light on every other pole
    has never met the Australian Standard
  • All night burning gt Benefit - cost positive

Energy Use Minimisation in Road Lighting
  • Design
  • choose appropriate lighting category gt
    client/designer involvement
  • design to minimum L requirements
  • design to minimise energy use, purchase on system
    basis
  • Luminaire
  • highest DLOR and IP rating (maintenance factor)
  • Lamp and Control Gear
  • highest efficacy (not LPS) compatible with
    operational needs
  • optimise lamp wattage in design
  • Cat. V - HPS norm but MH city centres
  • Cat. P - use white light in P4/5 (eye
    sensitivity) - 80W HPM replacing fluoro (passes
    Standard) - better use high efficacy Fluoro in
    high DLOR luminaire as it becomes available
  • Maintenance
  • minimise compatible with in-service requirements
    of Standard and max MF 0.7 and lamp life
