Ministry Vision and Strategy
  • By 2010 (1389), to evolve into autonomous,
    financially viable enterprises providing
    reliable, low cost electric service to all Afghan
    citizens in an environmentally responsible
    manner, consistent with sound business practices.

  • Operation Maintenance for generation,
    transmission distribution, and sales of
    electricity.

Next 3 years projects in the electric sector

Generation Projects
  • Total of 12 projects identified in the
    development budget over the next 3 years.
  • These 12 projects are budgeted at more than 173
    million dollars.
  • Of the 173, 22.5 million funding (as of August)
    was secured.
  • Immediate projects are Kajakai, Mahipar, Sarubi,
    Naglu and Kabul NW Thermal plant
  • Generation Master plan being develop and draft
    due in October, final in December.

Transmission Projects
  • Total of 11 projects identified in the
    development budget over the next 3 years.
  • These 11 projects are budgeted at more than 133
    million dollars.
  • Of the 133, 50 million funding (as of August) was
    secured.
  • Immediate projects are 220 Kv line from Hairatan
    to Pulu-Khumry, then to Kabul.
  • Rehabilitation of many other sections.
  • Eventually develop a national Grid.

Distribution Projects
  • Total of 10 projects identified in the
    development budget over the next 3 years.
  • These 10 projects are budgeted at more than 350
    million dollars.
  • Of the 350, 30 million funding (as of August) was
    secured.
  • Immediate projects are rehabilitation of Kabul.
  • Other high priority projects include distribution
    reconstruction and development of major
    population center and rural areas.
  • A distribution master plan to be developed next
    year

Institutional development Projects
  • Total of 8 projects identified in the development
    budget over the next 3 years.
  • These 10 projects are budgeted at more than 17
    million dollars.
  • Of the 17, 10 million funding (as of August) was
    secured.
  • Immediate priorities are to reform of the sector
    and build the capacity of the ministry and the
    operating utility

Building Capacity
  • Training of existing personal to modern operating
    and maintenance methods for all of our assets
    (Generation, Transmission, and distributions.
  • Transfer of technology thru the involvement of
    engineers of Afghan Origin in the design stages
    of all new projects.
  • Sponsorships of MWP and DABM personal by this and
    other societies .
  • Scholarships and training programs to qualified
    and eager to learn Afghans.

Training needs
  • Training is needed on basic levels like English
    and computer skills.
  • Training needed on Project Management skills
    Much resources need to be managed over the next
    3-10 years, and experienced project management is
    needed.
  • Training is needed on the structure and
    functioning of modern commercial enterprises.
  • Training is needed on electric engineering
    concepts and courses. There is a generation gap
    in Afghanistan.

    skills needed to accomplish the above.
