Fuel Poverty each winter a local problem
5,247 households not warm enough
  • 4,830 private tenured householders in fuel
    poverty
  • Risk of cold related illness accidents amongst
    our elderly. 1998, an estimated 150 cold related
    deaths
  • Opportunity 1.38m pa savings to the local
    health service with the eradication of cold, damp
    homes
  • Vulnerable householders with children, impacting
    on levels of illness, their development
    schooling
  • Opportunity 0.82m pa increase in the collective
    disposable income after extra warmth taken 50
    betterment

  • 8.02m investment needed for 11.3 of the stock

LSP framework supporting the Eradication of
fuel poverty from the housing stock by 2016
For the low income homeowner, for private
landlords, and to include the vulnerable under 60
year-olds
  • Need identified for an acceptable equity based
    (not release) loan package for 2.5-4k central
    heating. Will increase value of home and will
    reduce on-going fuel bills. Land-charge on
    property as backstop.
  • Need for credit union equivalent type of loans
    for small sums of money for the maintenance
    repair of heating systems topping up Utility
    grants for energy efficiency.
  • Could be need to access 10m? over 13 years.

  • Local community support for a Mechanical and
    Biological Waste Treatment plant is in place,
    with unanimous cross party support.
  • Must be compatible with County Waste Strategy
  • Risk regards delivering initial waste targets
  • Refuse derive fuel needs to be redefined as
    recycled
  • Flexible regulatory regime to facilitate working
    from first principles programme of UK
    Pathfinding projects as a mechanism to share risk

  • Enhance HECA Education, Advice and Guidance to
    develop an understanding of householder carbon
    management
  • Develop a package of local adult education
    opportunities exemplar projects, magazine
    newsletters, Eco-teams .
  • Enhance eco-school thinking, schools reaching out
    into their communities
