Introduction/Background.
  • Kotido district is located in the North Eastern
    corner of Uganda.
  • Land size 3,618 Sq.KM
  • Has arid/semi arid climate and vegetation.
  • 5 sub counties one town council.
  • 165 Villages/LCI
  • 6 gazetted Kraals.

Implementing partners
  • The WASH activities are implemented by health,
    water, education, community development
    departments and the line development
    partners(IRC, oxfam, world Vision, etc).
  • The communities are involved and participate at
    household and institutional level (SMC).

  • The situation is still bad.
  • 34 new pits latrines in a period of 4 months, of
    these, 16 are from Kacheri sub county, Lobanya
    resettlement scheme
  • Under construction are 293 pit latrines in the
    district.

  • Pupil stance ratio 561
  • Health facilities
  • Out of 17 HF only 12 HF have functional sanitary
    facilities for out patients. They are either full
    or not provide for. The situation is worse for
    the staff quarters, e.g Kotido HC IV staff have
    inadequate sanitation facilities.

Lessons Learnt
  • Slabs, iron sheets, bricks and cement vs local
    materials
  • Sustenance vs project
  • Entry points FAL, VHTs, LC, WSC, District and
    Sub County Officials
  • Harmonization of approaches (Training and IEC
    materials, mobilization methodologies, entry
    points, implementation guidelines)
  • Location of latrines in relation to the manyatta-
    allotted space in Nasinyon,
  • Digging tools from IRC, OXFAM, MC, UNICEF. Enable
    communities to dig latrines
  • 30 latrine coverage increase not realized during
    mobilazation.

Challenges
  • Rigid cultures like mixing faeces, sharing with
    in laws,
  • Influential people in the community have not been
    reached for dialogue (elders, manyatta and Kraal
    leaders). The community tends to listen to their
    views and implements.
  • Geological soil structures e.g loose soils,
    rocky.
  • The activities are inadequately funded. Option
    has been to piggy back on other activities in
    health departments.
  • Implementation of HS activities is fragmented
    and poorly coordinated.
  • Lack of transport for the staff- sub counties are
    too big hence execution of duties is rather
    difficult.
  • Weak laws (bye law) - penalties are negligible.
    Weak political commitment.
  • Low prioritization by the community of improved
    hygiene and sanitation.
  • Poverty levels??

Proposed actions
  • Dialogue with the manyata, clan leaders on
    benefits of better sanitation and hygiene.
  • Promote use of local materials except where
    community can afford other materials, e.g. urban
    centres.
  • Strengthen Hygiene and sanitation coordination
    committee.
  • Development of strategic frame work for
    district(s). Kotido district is to adapt the KDS
    1997.
  • Exemplary leadership all leaders both elected,
    civil servant and development partners to lead by
    example.
  • Compile publish list of shame.
  • sanitation hygiene bulletin.
  • Keep Kotido clean once in a month.

  • Household visits by environmental health staffs
    to sensitize and support households to construct
    latrines using local materials.
  • With support from WFP,IRC and other partners
    support households to acquire local materials for
    latrine construction.
  • Intensify community education on sanitation by
    use of drama, film
  • shows and radio messages. This will be supported
    by partners like World Vision International, WFP
    and others.
  • Dialogue with the manyatta, clan leaders on
    benefits of sanitation hygiene
  • Support empowering VHTs to have good sanitary
    facilities.
  • Enforcement of laws.
