- The ODPM in its Priority Outcomes Statement (G24)
outlines targets for joined up government, which
almost certainly requires Electronic Workflow
(EW) and Business Process Management (BPM)
systems to be in place. - The Gershon Report, likewise, lays down
efficiency objectives that require local
government to automate and optimise the processes
used in all areas of service delivery. - EW/BPM systems allow councils to overlay
electronic workflow across all existing
applications, delivering improved service
offerings to a wider audience. The key is
enterprise not tactical.

- The St.Helens Council Enterprise Workflow
Transformation Project has focussed on the
Strategic Planning and Performance Management
framework as an example of how an enterprise
approach to workflow can deliver fundamental
benefits, integrated across the whole
organisation. - The aim of the project was to deliver a
demonstrable solution that could be used as
reference to other local authorities to
demonstrate how, through the use of Enterprise
Workflow, significant benefits could be realised
in terms of the performance and management of the
Councils Strategic and Operational plans. - St.Helens undertook a trial and research of
Enterprise Workflow Software, Ultimus Business
Process Management Suite supplied by Bluerave
Limited, to introduce an enterprise approach to
Workflow at the operational level that
complemented the Strategic Planning and

any system or combination of systems that we
