Blueraves view of BPM in a Local Government
context?
  • The ODPM in its Priority Outcomes Statement (G24)
outlines targets for joined up government, which
    almost certainly requires Electronic Workflow
(EW) and Business Process Management (BPM)
    systems to be in place.
  • The Gershon Report, likewise, lays down
    efficiency objectives that require local
government to automate and optimise the processes
used in all areas of service delivery.
  • EW/BPM systems allow councils to overlay
    electronic workflow across all existing
    applications, delivering improved service
offerings to a wider audience. The key is
    enterprise not tactical.

What have Bluerave achieved in Local Government?
  • The St.Helens Council Enterprise Workflow
Transformation Project has focussed on the
    Strategic Planning and Performance Management
framework as an example of how an enterprise
approach to workflow can deliver fundamental
    benefits, integrated across the whole
    organisation.
  • The aim of the project was to deliver a
demonstrable solution that could be used as
reference to other local authorities to
demonstrate how, through the use of Enterprise
Workflow, significant benefits could be realised
in terms of the performance and management of the
    Councils Strategic and Operational plans.
  • St.Helens undertook a trial and research of
    Enterprise Workflow Software, Ultimus Business
Process Management Suite supplied by Bluerave
Limited, to introduce an enterprise approach to
Workflow at the operational level that
    complemented the Strategic Planning and
    Performance Management Framework.

What are St Helens MDC planning to do next?
  • ULTIMUS through Blueravewill be used as part of
a number of large scale strategic developments
which we are now looking at around the ERDM
front. An ongoing program of evaluation and
determination of these strategies is underway and
we have indicated that ULTIMUS will be the
Workflow tool that will be used in the middle of
any system or combination of systems that we
    choose to perform this function.

15
Active Discovery The future of BPM!
70 - 80 of overall time is normally spent in
discovery/specification
16
Active Discovery The future of BPM!
100 of the rules (business logic) has to be
declared upfront, even the obtuse and absurd
combinations!
17
Active Discovery The future of BPM!
With Adaptive Discovery only the main rules need
be defined, the other, less likely combinations,
can be decided on a case by case basis during
live deployment.
18
Active Discovery The future of BPM!
  • "...the adaptive approach exemplified by Ultimus'
Adaptive Discovery represents an important step
in the evolution of BPM the ability to set rules
in real time with users as work is performed. In
truth, people have always created process in this
way, learning as they go.  But it now appears
they will have a better way to capture the
rationale behind their process choices and put it
to good use in a timely way" - John Parker,
    Kinetic Information

19
Active Discovery The future of BPM!
  • "Ultimuss Adaptive Discovery approach to process
mapping represents a revolutionary next step in
the evolution of BPM by enabling organizations to
get started quickly while allowing processes to
change as new situations arise, allowing for
greater flexibility and easier adaptation to
changes in processes. - Mike Maziarka,
    Infotrends/Cap Ventures

20
Active Discovery The future of BPM!
  • Combined with the ability to quickly adapt
    process models to incrementally discovered
context, this approach should allow BPM adopters
to significantly reduce the time spent on upfront
process modeling, enabling faster realization of
value and greater utility of BPM investments.
    Nathaniel Palmer, Delphi Group
