What is a Cluster?

• Groups of industries that have some relationship
• Value-chain part of a supply chain with
  customers and suppliers in common industries
• Interest may be in a subset of clusters that are
  technology-intensive clusters (possible sources
  of new growth)
• Labor share labor pools
• Clusters frequently
• Depend on shared infrastructure and
  institutions
• Include firms that compete as well as cooperate
• Are not geographically concentrated especially
  in rural or small economies
