- Overall objective
- For all phases of flight, to enable the safe,
economic, expeditious and orderly flow of traffic
through the provision of ATM services which are
adaptable and scaleable to the requirements of
all users and areas of European airspace. The
services shall , be globally inter-operable,
operate to uniform principles, - Uniformity
- Objective To ensure that ATM operations are
compliant with ICAO CNS/ATM plans and global
interoperability requirements, provide a seamless
service to the user at all times throughout
Europe - use of interoperable, common core technical
functionality in the systems used, not an
all-embracing requirement for identical equipment
or systems

an integrated whole via seamless services - To better understand issues, uncertainties

- PRR/5 Rec.8, followed by PC/14 decision
- PC agreed in principle that ANSPs and aircraft
operators should be bound to meet European
minimum functional requirements and
interoperability standards by specified dates,
according to a Master Plan to be developed and
agreed under the leadership of the Director
General and taking account of the existing
European Convergence and Implementation Plan
(ECIP) and the associated national Local
Implementation Plans (LCIPs) - Strategic Aerospace Review for the 21st Century
(STAR 21) - Air Traffic Management A master plan for a
Single European Sky initiative should be
developed within the framework currently
discussed in the European Parliament and the
Council. - AECMA-EUROCONTROL Bilateral Steering Group
- initiative to initiate development of a Master
Plan - Industry proposals for a SES Programme
