Situation Analysis
  • Belarus is a country of fast growing epidemic
    6,070 HIV cases per 9,5 mln population
  • Increased number of cases of heterosexual
    transmission 50 of cases in 2004
  • 80 of all cases are in the age of 15-29
  • National Programme exists, Strategic Plan
    developed and adopted for 2004-2008

UNDP as PR of GFATM Grant for Belarus
  • The Government nominated UNDP as a PR for grant
    in Belarus
  • Grant Agreement between GFATM and UNDP signed on
    29 June 2004 for USD 6,8 mln for two years
  • Procurement and Monitoring and Evaluation Plans
    approved by GFATM in August 2004
  • The first tranche received from GFATM in the
    amount of USD 1,254,445 for the first two
    quarters of implementation
  • The Project Implementation Unit recruited

Composition of the Programme
  • To prevent the spread of HIV/AIDS among the IDUs
  • To prevent the spread of HIV/AIDS among CSW
  • To prevent the spread of HIV/AIDS among MSM
  • HIV prevention and treatment in prisons
  • Provision of ARV treatment and support to PLWHA
  • Educational/information campaign
  • Capacity and institutional building of government
    and NGOs to fight HIV/AIDS

  • NGO BelaU CSW, MSM
  • State Penal Committee - prisons
  • Ministry of Health ARV treatment,
    mother-to-child transmission, educational campaign

  • National Coordinator appointed by the MoH
  • UNDP Resident Representative in Belarus

  • Operational core (4 people)
  • Thematic core (5 thematic coordinators)

Main Challenges
  • 1.      Involvement of NGOs as the civil society
    is generally suppressed in Belarus
  • 2.      National Execution modality which ties up
    UNDP with the national executing agency and its
    bureaucratic management style
  • 3. Political contents of Belarus, where its
    getting difficult to work even for UN agencies
