Title: Unmanned Aircraft Systems UAS

1
Unmanned Aircraft Systems (UAS)
  • Current State of the Access to the National
    Airspace System

2
What is UAS?
  • Unmanned Aircraft Systems (UAS) historically
    called by various terms
  • Drone/ROA/RPV/UAV/Model/R-C
  • Includes
  • Unmanned Aircraft (UA)
  • Aircraft Control Station
  • Command Control Link/s
  • Operated or flown by a pilot

3
What is the National Airspace System
4
Who is Operating in the National Airspace System
  • Public Use Aircraft
  • Department of Agriculture
  • Department of Commerce
  • Department of Defense
  • Department of Interior
  • Department of Homeland Security
  • Department of Justice
  • NASA
  • State Universities
  • State Law Enforcement
  • Civil Aircraft
  • General Atomics Altair Issued August 25, 2005
  • Bell-Textron Eagle Eye Issued December 1, 2005
  • General Atomics Altair Issued August 23, 2006
  • Raytheon Cobra Issued September 29, 2006

UAS Operations in the NAS
  • Within Segregated Special Use Airspace
  • Includes Restricted, Warning Areas and Prohibited
    areas
  • Excludes Military Operating Areas, Air Traffic
Control Assigned Airspace (ATCAA), Alert Areas
    and Controlled Firing Areas
  • In non-segregated airspace
  • Public UAS through Certificate of
    Authorization (COA) process
  • Civil UAS using experimental airworthiness
    certification process
  • Model aircraft Advisory Circular 91-57, June
    1981, guidance
  • Variety of other operations believed to be
occurring by both the public and private sector
  • Some based on interpretations of model aircraft
    guidance
  • Others with a lack of knowledge of aviation
    environment requirements
  • Goal ensuring no harm to other NAS customers
    and public

6
Policy Status
  • Federal Register Notice Feb 13, 2007
  • Describes the Current ways to fly in the NAS
  • Officially calls UAS an Aircraft
  • The Certificate of Waiver/Authorization
  • The Experimental Airworthiness Certificate
  • Clarifies what AC 91-57 is and isnt (Circa 1981)
  • Model Aircraft are for recreational and hobbyist
and flown under AMA established guidance
  • Also revising AFS-400 Policy 05-01 for release
  • Expected to be released soon on the website

7
Status of Requests for COAs / Special
Airworthiness Certificates
  • 45 COAs issued CY to date
  • Over 30 more in the queue
  • Backlog in AVS is building due to resource
    constraints
  • 14 Experimental Airworthiness Certificates issued
  • 11 this FY (10 more in the queue)
  • Civil Agency/Law Enforcement/First Responder
    requests anticipated to increase
  • FAA negotiating Test Projects with 2 Large
    Metropolitan Police Departments
  • Miami/Dade and Houston PDs
  • Initial discussions held

Policy Status, continued
  • FAA-DoD MOA
  • Finalized on September 24
  • Will reduce the potential number of DoD small UAS
    COA requests
  • lt20 lbs can operate over military facilities in
Class G up to 1200 AGL
  • Operations in Class D after completion of ATC
    procedures
  • Pursuing a small UAS Rule
  • Creating an Advisory Rulemaking Committee
  • Completing a safety analysis on potential
  • Size
  • Speed
  • Location
  • Will probably start our very conservative
  • Potentially Nontraditional Certification Approach
  • Frequency Spectrum Issues in densely populated
areas at low altitudes are a BIG concern

13
International - Global Access to Airspace
  • ICAO
  • Decision made to establish a UAS Study Group
  • Expect first formal meeting late fall/early
    winter
  • EUROCONTROL
  • Established a collaborative work effort with FAA
  • Leverages mutual expertise and resources
  • EUROCAE WG-73
  • FAA significantly involved (Deputy Chairman)
  • European Aviation Safety Agency (EASA)
  • Growing Interest
  • SUMMARY
  • The International network is beginning to
    connect!
  • The Global awareness is happening..harmonization
    is in progress

14
Conclusion
  • Get involved theres a lot of work to be done
  • Go to www.faa.gov/UAS
