8Council endorsement of Commission proposals
In the Roadmap the Commission noted that
renewable energy contributes to reductions in
greenhouse gas emissions, exploiting local and
decentralised energy and stimulating hi tech
industries
In its Energy Action Plan, the European Council
underlined how renewable energy contributes to
security of energy supply and competitiveness and
sustainability

The Commission proposed a 20 legally binding
target for renewable energy for 2020 and a
minimum 10 biofuels target and requested Council
endorsement

The Commission said Member States should
establish sectoral targets and that it will
propose legislation on the renewable energy and
biofuels targets together with provisions to
facilitate the promotion of renewable energy and
monitoring mechanisms
- The European Council called for a proposal for a
directive in 2007 containing - Member States renewable energy targets
- Rules for national action plans including
sectoral targets and policy measure - Provisions to ensure the sustainability of
bioenergy
