2Comparison of different policy instruments
- The following measures are instruments in the
enforcement of EUs agri-environmental policies - Code of Good Agricultural Practices (CGAP)
- Common Standards of Good Farming Practice (GFP)
- Statutory Management Requirements (SMR) and
- Good Agricultural and Environmental Condition
(GAEC)

4Code of Good Agricultural practices
- The CGAP was made a compulsory requirement in the
Nitrates Directive of 1991. There are 10 points
relating to livestock manure management practices
that the CGAP as a minimum must set standards
for, for instance - 5. the capacity and construction of storage
vessels for livestock manures, including measures
to prevent water pollution by run-off and seepage
into the groundwater and surface water of liquids
containing livestock manures and effluents from
stored plant materials such as silage - It also require the member states to designate
nitrate vulnerable zones, in which the CGAP is
mandatory for the farmers.

6Common Standards of Good Farming Practice
- Determined by Council Regulation 1257/1999
(provisons concerning suport for rural
development under the EAGGF), that member states
have to formulate good farm practice standards
in their Rural Development Plan 2004-2006. - The standards determined in the Estonian RDP
relates to water, soil, plant and grassland
protection, as well as Biological and landscape
diversity, Animal welfare, Integrated Pollution
Prevention and Control, Use of sludge, Animal
identification and medicine use registration.
7Statutory Management Requirements (SMR)
- 18 EU directives in the area of nature,
agri-environment, food saftey and animal welfare
8Good Agriculture and Environment Condition (GAEC)
- Region-wise determined measures, the farmers must
observe concerning minimum standards for land
management

- The various policy instruments are with
increasing emphasis enforcing EUs policies
