New Media at Universities Background,
Opportunities and Potentials
4
Background setting-up MuLF
initial situation of eLearning at the TU Berlin
  • Strengths
  • many creative, committed groups in the area of
    eLearning, eTeaching eResearch
  • from different central and non-central
    institutions
  • internal acknowledgement, support of singular
steps by head of university, LSK etc.
  • considerable aquisition of third-party funds by
    eLTR projects
  • strong competence development during the last
    years
  • integration of eLTR aspects into the research
profile of the TU (in some cases)
  • Weaknesses
  • unsufficient ICT infrastructure for extensive
    eLearning integration
  • neglected reform of ICT structure, confusion of
competences and responsibilities leads as far as
    immobilization of the projects
  • missing knowledge, coordination and cooperation
of eLTR projects among each other
  • financing exclusively on a project basis,
    Project instead of Programme, sustainability?
  • major part of the employees of the TU NOT AT ALL
involved in the integration of New Media in
    teaching and research MediaGap

5
Demand frequently asked services and offers
6
Background setting-up MuLF
initiatives actions
  • ICT reform
  • concept development for a new ICT structure, by
    external experts (Hegering, Munich/Juling,
    Karlsruhe)
  • design of a new computer center IVZ (information
and Processing Service Center) currently under
    development
  • Media initiative
  • assignment of a concept development by VP1 (First
Vice President of the TU, responsible in
    particular for education)
  • team Thomsen, Jeschke, Seiler, Morgner
  • central recommendation establishment of a media
center as service and research center for the TU
Berlin, located at the department ofMathematics
    Natural Sciences

7
Broadening the focus new media at universities
  • eLearning
  • new forms and models of teaching and learning
  • eResearch
  • new forms and models of research and research
    cooperations
  • eAdmin(Stud)
  • new forms of study administration

  • new access models to scientific and computational
    resources
  • eInfo
  • new models of internal information management and
external presentation focusing on adaptation to
different social and scientific target groups

    and scientific target groups

9
Pragmatic central challenges
  • High Availability Stability of Infrastructure,
    Hardware/Software
  • by 24/7 support of central infrastructure
    components
  • by call center, DelpDesk, Hotlines
  • by use of mature software, especially by
    cooperation with local media producers
  • Change Management broad integration of New Media
    into the TU
  • definite integration into curricula and teaching
    types
  • awareness, dissemination training for blended
    learning models
  • supported by suitable incentive models
  • Financing creation/exploitation of
    additional/external sources of finance
  • by third-party projects (teaching and research
    oriented)
  • by industry cooperations based on dual licensing
    and models for further training

Reasons for Change Management resp. necessity of
changes

13
Change Management central problems
  • In most cases Change Management had not been
treated with the comprehensiveness caused by the
    coverage of necessary changes
  • because the necessity had been recognized too
    late
  • because of missing financing
  • because it had almost exclusively been
    project-driven (eLearning almost exclusively by
    third-party funds)
  • meanwhile additional problems by omission,
our CM concepts are chasing after the process
(not before), not pro-active,there are many
    distributed heterogeneous nucleuses, grown from
bottom to top, they have to be integrated,
    without losing their independence

14
Problem solution (abstract)
  • Universities require a Change Management
    characterized by
  • a global, comprehensive approach, including and
    networking teaching, research, organization,
    administration infrastructure
  • foresighted conceptions, pro-active (instead of
    re-active)
  • constancy and stability (program instead of
    project)
  • solide financial basis (basic funding, provided
    the university)

  • in the context of activity recording systems
    (LINF), negotiations concerning chair offers,
tenure-track, assessment of other staff members
  • imbedding into scientific and research profile
  • enhancement of acceptance, improvement of
    possibilities for third-party fund-raising
    (sustainability),
  • challenge of multidisciplinarity (crosswise to
    classical faculty structure of universities)
  • balance of central versus decentral concepts
  • scientific and field specific demands decentral
    models,
  • technical and efficiency demands central models
  • embodiment of eLTR into the ICT structure of the
    university
  • ICT demands profile derived from research -
