Roles and Responsibilities
  • The City of Traverse City has authority and
    responsibility for a decision on the fate of
    Brown Bridge and Union Dams
  • Grand Traverse County has authority and
    responsibility for a decision on the fate of
    Boardman and Sabin Dams
  • The Implementation Team has the authority and
    responsibility for decisions related to the
    coordination of surrender of FERC license by
    TCLP, decommissioning of dams, and will make a
    recommendation to City and County on fate of the
    dams.
  • Boardman River Dams Committee has the authority
    and responsibility to ensure public participation
    in a process to develop recommendations, review
    reports and studies, raise issues, appoint and
    authorize decision-making sub-committees for
    specific purposes, and provide input to the
    Implementation Team.

  • Standing Teams address issues related to
    operations of the BRDC.
  • Communication/Outreach Promote participation of
    stakeholders (suggested)
  • Finance/Fundraising Secure appropriate
    financing of project (suggested)
  • Task-Specific Teams address issues requiring a
    recommendation to the Implementation Team.
  • RFQ Make recommendation on firm(s) to submit
    proposal
  • Property Ownership Issues Make recommendation on
    process to resolve issues

Roles and Responsibilities
  • Training for the facilitator and recorder for
    each standing and task team will be provided to
    help insure consistent, fair processes and
    documentation.
  • Traverse Management Resources, Inc. has
    responsibility for project management and
    facilitation of public participation.
  • URS Corporation has responsibility for technical
    coordination.
  • Administrative support is provided by the Water
    Studies Institue at Northwestern Michigan College
    (WSI), the University Center (UC), and Michigan
    Department of Natural Resources (DNR). The WSI
    has primary responsibility for fiscal
    administration, the University Center for
    staffing and facilities support, and the DNR for
    Implementation Team direction and support.

  • General Guidelines
  • All meetings of the Boardman River Dams Committee
    and are open to the public. Sub-committee and
    team meetings are open to the public at the
    teams discretion.
  • Team members representing the following
    categories, who are committed to attending all
    meetings and completing the work of each Team
    will be sought through committee nomination and
    volunteer processes.
  • 1 Implementation Team member
  • 1 Riparian pond owner
  • 1Riparian river owner
  • 1 conservation organization
  • 1 recreational user group
  • 1 at large member
  • A set of Guiding Principles (yet to be developed)
    will govern committee processes and expectations
    for conduct.
  • A consistent process will be followed to prepare
    for, facilitate and report on each meeting.

  • Committee members forward issues, concerns, ideas
    to project facilitators or team facilitator at
    any time.
  • 1 week prior to each meeting, TMR will draft an
    agenda based on the previous months meeting and
    items submitted to facilitators
  • The project assistant will send the draft agenda
    to the BRDC 1 week prior to meeting with request
    to submit additions to facilitators
  • Friday before each meeting, TMR will revise the
    agenda with additions and post on the web site

  • Send press release 1 week before each meeting
