  • Created in April 2002.
  • 11 members Finland, Sweden, Norway, Denmark, the
    Netherlands, Belgium, Italy, the UK, France,
    Portugal, Spain (and Slovenia until recently)
  • 52 of EU27 lines
  • 61 of EU27 rail passengers
  • 40 of EU27 rail freight
  • Social dimension direct and indirect employment
    of over 300.000.
  • Total investments of 12.5bn (2006 fig.)

  • Jernbaneverket (JBV) - Norway
  • Indicators
  • JBV has indicators for the total number of
    trespassers, the number of killed trespassers and
    of suicides.
  • JBV uses the indicators to find the "hot spots"
    and where to take specific actions.
  • Prevention
  • JBV builds (and maintains) fences in densely
    populated areas in order to prevent trespassing.
  • Action
  • Where there are hot spots JBV typically takes
    different additional information measures
    (directed at parents, school etc.)
  • JBV reports trespassing to the police
  • In Norway there are approx. 10 suicides involving
    railway each year currently no particular hot
    spots.
  • These cases are given little or no media
    attention and apart from surveillance JBV does
    not have any particular measures in place.

  • Banverket (BV) - Sweden
  • Trials with camera surveillance
  • Investment in the trial was a little less than
    1 million Euro (7 million SEK)
  • Annual cost for vandalism has gone from more than
    100 000 Euro to almost zero.
  • Key success factors
  • The concept has a high degree of reliability.
  • It is not necessary to have constant monitoring.
  • Professional operators with the right training
    and competence.

  • RHK - Finland
  • The impact of these accidents rarely impact or
    damage the infra.
  • But to the train traffic itself the impact is
    bigger. Generally the whole traffic stops in this
    rail for 0,5 - 1,5 hours. The number of death in
    suicides and illegal trespassing in about 50
    persons/per year.

  • The impact of this phenomenon on RFIs business
    is quantified through the following indicators
  • Number of suicides
  • Number of run over
  • Minutes of delay caused by run over/suicides

  • 2. Policies, measures
  • We can distinguish three different lines of
    intervention
  • Prevention, through monitoring specific
    situations of people trespassing. This monitoring
    is activated according to the reports of the
    territorial security structures. In this case the
    objective is to act on the causes of trespassing
    through infrastructural interventions, specific
    surveillance, investigations, presence of RFI
    security personnel in occasion of extraordinary
    events.
  • Customer awareness to correct behaviour near the
    railway line. (e.g. schools, public places) .
  • Developing synergies between the RFI structures,
    the police force, the judicial authority in order
    to speed up the intervention, the surveys, the
    removal of the remains.

  • To minimise these numbers, Adif invests in the
    building of underpasses in the stations and in a
    Hedge / Fencing Plan as part of the Spanish
    General Interest Railway Network.

  • ProRail the Netherlands
  • Measures reduce the number of train affecting
    disturbances (TAO).
  • Physical measures help to reduce the number of
    TAO caused by third parties by 49.
  • Surveillance by mandated staff (mandated to
    perform some police tasks) contribute for a large
    part of this reduction
  • Communications is the other particularly
    effective measure
  • The cost of a TAO is assessed to be 4,000 Euro.
  • ProRail has 3630 TAOs caused by third parties.
    The damage is therefore around 14.5 million Euros.

  • Impact of trespassing
  • In terms of accidents and fatalities
  • Trespassing Between 40 and 50 accidents per
    year of which around 20 results in deaths
  • Suicides around 350 suicides and attempted
    suicides per year
  • Mitigation Measures
  • RFF is implementing a Network wide policy of
    which the objective is to prevent third parties
    to trespass on the railway premises. It relies on
    the following steps
  • Situational risk evaluation

  • Hierarchisation of areas according to result of
    step 1, and subsequent prioritisation of
    mitigation measures accordingly
  • Implementation of the preventive measure
    fencing or signage

  • RFF is also trying to convince the local
    authorities to play their role in
  • Urban planning, maintaining the fences whenever
    they do not belong to RFF, providing means of
    crossing the track ( subways or overhead foot
    paths) if necessary.
  • Helping RFF to finance fencing projects.
  • Policing and communicating at the local level.
  • Our safety indicators show a decrease of
    accidents in area where fencing is provided.

  • Track Off - the campaign to educate people, about
    the dangers and consequences of railway crime.

The Track Off website is owned and funded by Rail
Safety and Standards Board (RSSB).

    RSSB, Network Rail, train operating companies,
    freight operating companies, British Transport
    Police, Office of Rail Regulation/Her Majesty's
    Railway Inspectorate and the rail unions.
