Genesis of IGPR GVS
  • Autonomous organization created vide a Cabinet
    Resolution by the Government of Rajasthan
  • Apex Institute of the State for developing human
    resource in Panchayati Raj Institutions (PRIs)
    and Rural Development Sector
  • Registered as a Society in March,1989 under
    Rajasthan Societies Registration Act, 1958
  • The State Institute of Rural Development (SIRD)
    was merged with the Institute, vide a Cabinet
    Decision of the State Government, in July, 1999

  • A decentralised cadre of about 1500 resource
    persons created for Panchayati Raj trainings at
    the block level (5 to 7 persons team at each
    block))
  • Trained 204 DTT members for 7 DPIP- districts
    (14 to 16 members per district)
  • Trained 618 DTT members for Watershed trainings
  • Trained 325 DTT members for SGRY trainings
  • Trained 347 DTT members for SGSY trainings
  • Trained 105 Principal Trainers of Uttar Pradesh
    under UNDP- GOI Sub-Project for PR Trainings

    Modules and Reference Materials for PRIs, DPIP,
    Watershed, SGRY, SGSY, Uttar-Pradesh PRI
    trainings and Population, Health, RCH Gender
    Issues
  • A UNICEF International Mission (2005) in their
    Directory of Development Communication Resources
    in South Asia (Pubn.2006), has ranked IGPRGVS as
    one of the leading 50 Institutions in the field
    of Development Communication in South Asia

Achievements (Contd.)
  • In the context of institutional courses per year,
    the institute organizes 80-90 thematic courses
    and workshops for building capacity of PR RD
    sector, training approximately 3500 persons
  • Training in e-governance initiated for PR RD
    functionaries from September 2003, after
    establishment of computer laboratorytill date
    300 block functionaries have been made
    computer-friendly

  • The Institute hosts a Guest Lecture Series, to
    invite persons of National/ International
    eminence, to speak on issues of topical
    relevance, for promoting creative thinking. So
    far we have hosted following distinguished
    speakers
  • Justice Sujata Manohar, Member-NHRC,
  • Dr. C. Kondaih, Principal Director-NISIET,
  • Mr. John Keay, Renowned Historian,
  • Padma Bhushan Economist Prof. V. S. Vyas,
  • Nobel Laureate Economist-Joseph Stiglitz,
  • Professor, University of Stanford, USA

Achievements (Contd.)
  • The Institute was chosen by MoPR, GoI GoR to
    organize the VII Round Table Conference on the
    theme Capacity Building of PRIs, IT
    e-governance (17-19 Dec, 2004). This was the
    grand finale of the Seven Round Tables organized
    by MoPR, GoI on different themes in the country
    and was rated by the Ministry to be the best
    organized event in the series. The Compendium of
    the Resolutions agreed by consensus in the Seven
    Round Tables was published by us at the request
    of the Ministry and released and adopted for
    action by all Ministers of PRRD from all states
    at this event.

  • The Institute has initiated a Distance
    Education Booklet Series for PRIs from 2006-07,
    which were released by Honble Minister on 9th
    Nov, 2006 and have been disseminated to all PRI
    elected representatives of the state by direct
    mail to each PRI institution
  • Institute has organized the first National
    Workshop for BRGF on Capacity Building of PRIs
    (14-15 Feb, 07),at the request of MoPR, GoI.

Recent Projects
  • PRISMO (PRI Support and Mobilization) launched
    from July 03, with the support of Swiss
    Development Cooperation with the funding of Rs.
    350.00 lacs for decentralized training of
    GramPanchayats
  • UNFPA-MoRD-GOI Pilot Project for district
    Sawai-Madhopur, from April, 04 till Nov, 06 with
    an allocation of Rs. 40.00 lacs with a focus on
    Capacity Building of PRIs on governance issues of
    population, health/reproductive health and gender
    - our efforts have been rated as number one in
    the country and as a role model for replication
    and upscaling, by MoPR, GoI in the final Project
    Review Meeting of 2006
  • The State Govt. had also sought the technical
    backstopping of the Institute for another UNFPA
    Project-Integrated Population and Development
    Project-IPD (now merged under NRHM)

Suggestions for Improvement of SIRDs
  • MORD to assist SIRDs in setting up DIRDs(District
    Institute of Rural Development) and BIRDs(Block
    Institute of Rural Development) in a phased
    manner.
  • GoI to provide 3 of total outlay in each
    scheme to SIRD directly for Training and IEC.
  • UGC scales in SIRDs to attract best faculty
    resource.
  • Heads of SIRDs and faculty on deputation should
    get 15 Training Allowance as per DOPT policy.
  • GoI to collaborate with similar Institutions in
    SE Asia for Trainings and exposure visits for
    faculty of SIRDs.

Suggestions for Improvement of SIRDs
  • GoI to organize regular exchange programmes with
    SE Asian countries.
  • ASCI and NIRD to organize international TOTs and
    exposure visits.
  • GoI to setup IEC cell in SIRDs.
  • E-Governance and E-Learning centers to be setup
    in all SIRDs.
  • GoI to give evaluation studies on RD schemes to
    SIRDs.
  • Exchange of faculty and Training material between
    SIRDs.
  • Staffing pattern to be strengthened in SIRDs.
