Principles underpinning the SWF development
  • New Relationship with Schools
  • collect data once and use many times
  • collection and sharing of data should be
    automatic
  • data collected should be that which a school uses
    itself or has been justified with a clear
    business case
  • Data Rationalisation
  • reduce and rationalise the number of surveys and
    data collections being sent to schools and/or
    local authorities

Benefit of the SWF Census to Schools
  • Reduced burden of data collections
  • Workforce data all in one place, and of improved
    quality
  • Age/gender/ethnicity profiling, vacancy
    management, succession planning, recruitment
  • The use of support staff across schools
  • Better workforce management and planning
  • Improved pay monitoring and forecasting
  • Improved planning for training activities
  • Evidence for inspections, funding bids etc
  • Benchmarking against similar schools
  • Pre-populating forms/returns

The Pilot Programme
  • 3 Census per year Spring, Summer, Autumn
  • 34 LAs piloting in January 2008 (10 of schools)
    and Autumn 2008 (all schools). All
    schools thereafter.
  • 116 LAs piloting January 2009 (10 of schools),
    May 2009 (10 of schools), Autumn 2009 (ALL
    schools)
  • ALL LAs and ALL schools from January 2010

What will be collected from schools
  • Staff in regular service who either
  • are employed by the school, or
  • have a service agreement with, and are regularly
    in the school. Their contract of employment
    is elsewhere, eg with a supply agency

Regular service continuous employment of one
month or more Regularly a minimum of at least
once every four weeks

What will be collected from schools cont.
  • Information on the following
  • those paid according to teachers pay and
    conditions document (TPCD) - employed by the
    school or the LA
  • agency staff working within a school in a post
    that would be paid according to TPC if filled by
    a teacher employed by the LA or school
  • Teaching Assistants those support staff based in
    the classroom for learning and pupil support, eg
    HLTAs, special needs support staff
  • Other Support Staff those who are not classroom
    based, eg librarians, technicians, admin staff,
    premises and catering staff (headcount only)
  • (Equates to counts currently required for the
    School Census, with the addition of premises and
    catering staff)

  • Individual level data for the following
  • Teachers i.e. those paid according to teachers
    pay and conditions document - employed by the
    school or the LA
  • Agency teachers
  • Teaching Assistants those support staff based in
    the classroom for learning and pupil support, eg
    HLTAs, special needs support staff

What will be collected from LAs.
  • Centrally employed staff in regular service who
    either
  • are paid under the terms of the TPC e.g.
    Advisory Teacher, peripatetic teachers, bilingual
    support teachers, traveller education support
  • visit schools regularly and their role is one of
    those listed in the role code set, eg educational
    psychologist, ICT Technician
  • Recent notification from DCSF states that for
    2010 only information on Centrally Employed Staff
    would be required from schools at headcount level
    only and we are awaiting a decision on how or if
    the headcount is going to be collected.
