Caernarvon Operations Response to Hurricane
Katrina
  • Term 1/06-present
  • Response to marsh loss from Katrina
  • From Dec-June up to 8,000 cfs pulses
  • Attempt to increase footprint of diversion, catch
    sediment peaks in river

Modification to Caernarvon
  • In 2005, mostly as a result of Hurricanes Katrina
and Rita, the Breton Sound Basin lost 40 Miles2
of marsh in addition to the 67 miles2 lost
    between 1956 and 2004
  • Congressionally directed by Public Law
    109-234,Title II on June 8, 2006
  • authorized 10,100,000 to reduce the risk of
storm damage to the Greater New Orleans
metropolitan area, at full federal expense, by
    restoring the surrounding wetlands through
measures to begin to reverse wetland losses in
areas affected by navigation, oil and gas, and
other channels and through modifications of the
Caernarvon Freshwater Diversion structure or its
    operations.

7
  • Study Goal
  • Construct a storm damage reduction measure that
    will complement the comprehensive hurricane
protection and ecosystem restoration goal for
    southeastern Louisiana by restoring coastal
    wetlands
  • Maintain Integrity of Original Caernarvon
    Freshwater Diversion Project
  • Planning Constraints
  • Limited Budget
  • Environmental alternatives must compliment not
    hinder purpose of Caernarvon Freshwater
    Diversion Project

8
Proposed Alternatives
  • The change in the original project structures
    operation schedule for maximized wetland
restoration (e.g., sediment delivery to adjacent
    wetland)
  • Restoration of Plugged Canals and Construction
of Breaches to allow diverted water to reach
    interior marsh areas
  • Marsh creation in selected areas via sediment
delivery either through pipeline or direct dredge
    and fill activities
  • Closing the shoreline breaches along Lake Leary
to retain diverted sediments within wetland
    areas.

9
Areas of Consideration
Diversion Structure
MC
Braithwaite Canal
Delacroix Canal
