Transnational Referral Process

• Protocol binds participants to terms, rules,
  standards
• Entire process occurs online
• including payment once e-commerce is in place
• In event of dispute, binding arbitration is used

Referral Arbitration Process

• Request and response forms submitted by two
  parties
• ICREA appoints arbitrator from pre-approved pool
  (each member association submits 3)
• Arbitrator decides disposition after review of
  initial documents and one rebuttal option
• Penalty for noncompliance
• Reported to national association
• May result in termination of ICREA services
  (individual/firm)
• Individual/firm name published on Web site for 3
  yrs.
