1STRINNOP Strengthening the Regional Innovation
Profile . Improving innovation in SMEs through
interaction between regions.
- Meeting of the IRE Thematic Network
Co-ordinatorsLuxemburg, 15th / 16th May 2003 - Conny HamannBIA Bremer Innovations-Agentur GmbH
- Irma PriedlAmt der NÖ Landesregierung
2Objectives of STRINNOP
- Strengthening the regional innovation profile
- Support of the innovation activities of the
regional SMEs and thus strengthen their
international competitiveness - Facilitating and fostering the experience
exchange of the network-members development of
best-practice approaches which are gathered in a
guidebook and distributed to other regions - Creating synergy-effects by combining individual
regional methodologies - Generating new co-operation projects between the
twelve STRINNOP members
3The Partner Regions
4Approach of STRINNOP
- The determining factor for the development of
such a unique regional image in the sense of a
trade mark - are not single innovation factors,
- but the interplay of these factors
- and the external marketing of the existing
potential and successes of the region.
5The amended STRINNOP Approach
Attachment of Good Practice Tools
6Several Regional Good Practices are listed for
each step
7Description of a single Regional Good Practice
8Pilot survey on regional innovation indicators
according Innovation Scoreboard (June 2002)
9Barriers to measuring the Regional Innovation
Profile (STRINNOP experiences)
- Limited availability of data
- not compulsory for the regions to provide the
data on regional level - availability varies from region to region,
- depending among others from the size of the
regions - Time-consuming and high effort required
- different sources
- some regional data exist but are not official
available - Costs for data
- Insufficient freshness of data to monitor impact
of activities - Qualitative indicators
- missing transparency of regional innovation
system in single regions - Significance definition and common understanding
of single qualitative indicators - Who is authorised in the region to assess the
Regional Innovation Profile? - Difficulties in finding overall agreements by
involved regions on appropriate indicators
10 but there are also increasing activities on
Regional Innovation Indicators
- European Innovation Scoreboard EU Regions,
Technical Paper No 3 - Benchmarking pilot project Analyses of
RITTS/RIS-projects with respect to common
regional indicators for innovation and the
innovation supporting infrastructure - Urban Audit I and II
- Activities in single European regions and on
national level - Activities of single northern American
states/regions in USA and Canada
thus each region should try to create synergy
effects in setting up own activities on already
existing activities within Europe
11Consequence of these findings
- Development of a set of indicators
- Assigned to single STRINNOP steps
- Including quantitative indicators of European
Innovation Scoreboard, which are already
available on regional level (or can be made
available within a manageable effort) - Including quantitative and qualitative
indicators,eg. from the analyses of
RITTS/RIS-projects, further regional surveys,
expert enquiries - under its way
12Further proceeding of STRINNOP
- Feedback of regions on suggested indicators
- Joint meeting of the Thematic networks innoba and
STRINNOP - First (internal) drawing of the Regional
Innovation Profileby each STRINNOP member, if
data are already available - Open STRINNOP Conference in Bremenon 16th 17th
October 2003 - Common interest of several members of the
Thematic networks of METROPOLIS and STRINNOP in
development/pilot application of a pragmatic tool
for a Regional Innovation Profile - Interest of STRINNOP members in more detailed
exchange on single, within the Thematic Network
presented good practice tools, culminating in
trans-regional transfer
