• GW sent Pinckney Spain to negotiate American use
  of the Port of New Orleans Miss. R.
• Problem few years later, Spain signed a secret
  treaty with Napoleon to give Louisiana Territory
  back to France

  nations. Cultivate peace and harmony with all. .
  . .Nothing is more essential than that permanent,
